Research On The Entry Of Rural Collective Commercial Construction Land Into The Market In Wafangdian Cit

Comprehensively promoting rural revitalization is an important task for building an agricultural power in the new era.A strong country must strengthen agriculture,which is the foundation of a socialist modernized country.It is related to the needs of the people for a better life,high-quality development,and national security.Chinese path to modernization is the modernization of common prosperity for all people.Among China’s population of over 1.4billion,there are 500 million farmers living in rural areas.If we cannot achieve modernization together with the 900 million people living in cities and towns,we cannot say that China has achieved modernization,nor can we say that we have achieved common prosperity.The reform of the rural collective land system is closely related to the stability of the entire rural development.It is closely related to reforms in related fields such as industrial development,rural governance,urban-rural construction,financial markets,and finance and social security.The entry of rural collective operating construction land into the market is a major institutional arrangement made by the Party Central Committee based on China’s basic national conditions and development stage,adhering to problem orientation and bottom line thinking.Therefore,conducting relevant research on the issue of rural collective construction land entering the market in Wafangdian City has profound significance.Wafangdian City was included in the new round of pilot areas for entry into the market by Liaoning Province in 2023.This article analyzes the reform practices and achievements of different pilot areas for entering the market in China,and summarizes successful experiences based on this.The main experiences include: developing clear property rights system mechanisms;Develop a mechanism for establishing public trading rules and regulations;Establish strict land use supervision mechanisms;Develop a mechanism for balancing diverse interests.Based on the objective conditions of the market situation in Wafangdian City,propose implementation plans and countermeasures that are in line with the local reality of Wafangdian City’s entry work: improve local normative documents;Establish a unified land market trading platform;The government should fulfill its service and regulatory responsibilities.I hope that through research,we can reduce the obstacles to the current round of entry work in Wafangdian City,play a decisive role in the allocation of land resources by the market,solve the problem of urban-rural dual structure,and provide useful reference for deepening rural land system reform throughout the city.
