Sunshine Exprorition In Citizen Participation

Transformation of the old district is a major livelihood issues,after the Zhabei reform in recent years,the work of combing,found a lot of policy innovation,the pilot began in Zhabei.This paper will take the old reform of Zhabei District as an example,to explore the effect of citizen participation in the collection of work and the existing problems,and then put forward more targeted countermeasures.Practice demonstrates that the citizen’participation of sunshine expropriation has active and positive effect on old city renovation,it stimulates the participation by expropriated citizen and encourage renovation supporting,and also help to build an open,fair and justice environment.However,because of some reasons such as too loose and soft law regulation,plus obstruction from decision maker,the depth,width and passion of past participation by citizen was not satisfactory,it was the lack of effective and comprehensive participatin。The future goal is to enhance facilitation of participation for citizen,standardize the participation,increase kinds of participation,secure the participation right for citizen。Teach and encourage citizen to have rational participation,reinforce and develop social intermedial organization,build mechanism of benefit balance,let all sides to maintain their own right and benefit within law frameworkThe innovation of this paper lies in proposed citizens to participate in the concept of facilitation,to explore the field of housing levy,citizen participationfacilitation of several key directions and puts forward some concrete measures and take this as a breakthrough,to promote the old change to the benign development track.
