Since China’s reform and opening up, with the establishment and rapiddevelopment of market economy, meanwhile the process of our democratizationreform being thorough gradually, the democracy as a kind of basic, novel idea andform has become the focus of our country from the government to citizen. In theprocess of the development of democracy, from election to the government’s policy,from the major policies of the state to the matters of the citizens’ lives, various formsof citizen participation have sprung up in our country, as an important indicator tomeasure the degree of modern social democracy and the political development level,the citizen participation has become an important phenomenon in the modern politicallife, however, price hearing as the main form of citizen participation at present,accelerate the process of the democratization in China. However, many problemsappeared along with the price hearings holding across the country, such as theendness professional hearer and many secluded hearings,which reduce theeffectiveness and enthusiasm of citizen participation to some extent and hind thedemocratization process of our country. Therefore, how to ensure the enthusiasm andeffectiveness of citizen participation in the price hearings process, has become themain content of the study in this paper.Through the method of literature research, qualitative analysis andnormative analysis, this paper discuss and analysis deeply many questions about thecitizen participation in price hearing. In the understanding of the subject about theresearch background and related theoretical achievements. First, according toresearching and studying the citizen participation of price hearing, we can realize theresearch situation of this topic at home and abroad as well as the major achievementsand the situation of the development of the domestic price hearing at present,Secondly, we should analysis deeply the phenomenon and problems in the process ofprice hearing of our country in order to find out the main cause of these problemsexist, mainly include existing many “professional hearers” and “hearing emperors”,meanwhile, the selection process coming from the citizen representativesis not only unopen but also opaque basically and the selection mechanism isunreasonable; Moreover, the phenomenon existed in the hearing process isimcomplete and abnormal; Father more, the price hearing become more and moreformalize due to the problem about citizen participation because of the asymmetricinformation and the lack of response mechanism. Finally, we should put forword thecorresponding strategy according to the current problems in order to solve theproblems and improve the effectiveness of citizen participation. The specificcountermeasures mainly include the following four aspects: Firstly, improving theselection mechanism to reasonable and scientific to ensure the representativeness anduniversality of citizens’ representative; secondly insuring the abundant and openinformation in the procedure of the hearing process to improve citizen representativesrepresentative to guarantee the suggestion completely for citizen representatives;Thirdly, establishing the response mechanism for responding to the citizenrepresentative’s views on the basis of scientific analysis; Finally, consummating thehearing procedure to ensure the citizen participation is on the basis of improving theenthusiasm of citizen participation, namely preliminary hearing and hearing system,so as to improve the satisfaction of citizen.
