Research On Operating Cost Analysis And Control Of Sichuan To Eastern China Gas Transmission Pipeline

Cost control is an important part of enterprise management,of which can help enterprises obtain economic benefits to the utmost extent.In a market economy,the main purpose of most enterprises is to make a profit,but the profit only can be implemented when the income compensates cost.Thus when the market demand is certain,the effective way for enterprise profit-maximizing is to reduce the cost.With the deepening of reform in the Sinopec enterprise,the role of cost analysis and control in operation becomes increasingly prominent,enterprise need to grasp the situation of the cost of the production process of the basic units and control the operating cost timely.Sichuan to Eastern China gas transmission pipeline that researched in this paper is geospatial span and the production timeliness is extremely strong,which need to run continuously and steady to ensure market supply security.In addition,in order to make the whole system links operated efficiently,it also requires the production processes has clear division of labor to facilitate harmonization in the pipeline transportation process,and establish impeccable cost management system under centralized management.At the same time it guarantee operating costs of production can be effectively controlled on the premise that the long pipelines operate safe and reliable and ensure maximum business efficiency.In this paper,according to the actual production operation of Sichuan to Eastern China Gas Transmission Pipeline Company,taking the case study approach to explore the effective ways to reduce operation costs of the long distance gas pipeline and to realize the cost control.Firstly,this paper analyzes the current situation of Sichuan to Eastern China transmission pipeline production and operating costs management and long to find problems and root causes.Secondly,through a comparative analysis,taking the advanced experience and methods of foreign counterparts as reference to analyze the production and operation cost structure of Sichuan to Eastern China transmission pipeline to determine a targeted and reasonable cost structure.Then taking the modern enterprise financial management and cost management theory and method as guidance to propose the cost management system of Sichuan to Eastern China transmission pipeline production and operation.Finally,put forward cost control methods of Sichuan to Eastern China transmission pipeline production and operation,and at the same time determine the quantitative criteria of cost control,and then propose the safeguard measures of cost control.
