Talent is the most important resource of the enterprise,senior management personnel is the key factor for success or failure of enterprise management.There are many research about the evaluation of the oil industry and the petroleum enterprise management,but most of the researchers were concentrated in the system level and organizational level of country or region,which lack of the further research about the petroleum enterprise management personnel.Based on the petroleum enterprise senior management staff as the research object,and use the moral character,knowledge,ability and performance as the index to build framework,aims to build up the petroleum enterprise senior management personnel evaluation system.At first,the researcher has carried on the large number of literature review,study the related theory of talent evaluation,and analysis the research status of personnel assessment at home and abroad,take example by the experience,which is the basis of the study;Second,the research mainly use the research method and field research method,in order to fully understand the current situation of petroleum enterprise senior management personnel assessment,the researcher use practice investigation,symposia etc.And comprehensive analysis the problems existing in the evaluation,The main problem is that the evaluation purpose is uncertainty,the evaluation index simplification,evaluation method lack scientific and democracy,the lack of independent and effective feedback mechanism and adjustment mechanism;Third,combines the actual conditions of petroleum enterprise senior management personnel,design evaluation index system and index standard system on the basis of the questionnaire survey and the respect for the country of petroleum enterprise senior management personnel evaluation.Use the AHP(Analytical Hierarchy Process)method to set up the index weight;Fourth,putting forward a method about organizing the implementation of talent evaluation system,including the evaluation procedure,evaluation period and eligible contestant groups.Proposing the safeguard measures for improving the evaluation system,including strengthen the dynamic improvement of evaluation system,implement training evaluation and establishing the evaluation system of complaint.On this account,establishing a relatively perfect oil enterprise senior management personnel performance evaluation system.
