Talents are the fundament of independent innovation and the key of the development of science and technology. It is very important to select, train and use talents of a high technology or management level and high quality. Talent appraisal is the premise of finding, selecting and using talents. Talents appraisal system is based on the scientific appraisal system. As an Institute of the Chinese Academy of Sciences, The Shanghai Institute of Technical Physics of the Chinese Academy of Sciences(SITP) is undertaking several number of aerospace, aviation, defense engineering and other engineering tasks. According to the Chinese Academy of Sciences'"Twelve Five" Plan, SITP is facing unprecedented opportunities and challenges. And now, the mechanism of human resources management and development is not perfect, it remains many Talent appraisal problems, establishing a talent appraisal system is without delay.This paper aims to establish a scientific talent appraisal system for SITP, and this system can ensure that we can correctly select, develop and use talents, create a fair and harmonious environment for the growth of talents and form a good mechanism which can make excellent talents to stand out from the crowd. Through domestic and international talent appraisal theory, job analysis, expert survey questionnaire, and the use of comprehensive appraisal method for SITP, this paper establishes a scientific talent appraisal system.The characteristics of this paper is specific materials and technology personnel to conduct a thorough analysis of evaluation issues, establishing technical objects have the characteristics of job evaluation, personnel evaluation system throughout the building process, combined with the shape and quantitative methods, preliminary scale development of evaluation criteria, and were using AHP and fuzzy comprehensive evaluation method to determine the index weights and build elements of the mathematical model, so that the final results of the evaluation of digital and has comparability of evaluation results to solve difficult application problems.I believe the established talent appraisal system, and the implementation steps will be useful to SITP in talent appraisal in the future.
