With the gradual opening of the domestic product testing,inspection and testing industry,as a high-tech services industry has attracted a large number of internationally renowned testing institutes to set up branches in China.Meanwhile,private quality inspection agencies have developed rapidly.As a governmental laboratory,quality inspection agencies are facing more and more competition.At the same time,inspection and testing industry also needs a supply side reform urgently,such as cutting production overcapacity.A number of testing agencies which are lack of market vitality is going to be replaced.Under certain context,the quality inspection agencies enhance technical capacity and improve market competitiveness in order to avoid homogeneity,stuck into a low level of competition.Carrying out high-quality scientific research projects can not only expand the industry influence,but also become fundamental in quality inspection industry.Therefore,the use risk management is extremely important to avoid risks and ensure the success through the whole process of scientific and research projects.Based on the analysis of research status and development status of relevant projects both at home and abroad,the paper integrates the risk management system of the whole process scientific research project and identifies Project J Surface Roughness Measurement System Based on Digital Holography Technology project potential risks,and in the reporting stage using Analytic Hierarchy Process to assess the funding,progress and technical risks of the project's impact,while in the process of project risk monitoring and control,and take appropriate response measures.Through the evaluation of the effect of the project's comprehensive risk management,it is concluded that the project risk management in the whole process of scientific research project can promote the success of the scientific research project.This article combines the risk management theory of scientific research project with the research project management of Surface Roughness Measurement System Based on Digital Holography Technology to provide a reference paradigm for the risk management of scientific research projects of quality inspection institutions.
