The Research On Comprehensive Administrative Enforcement Of Agriculture In Aksu Region

The "Three Rural Issues" has been a key issue for the party and the state,the 19 th National Congress of the Communist Party of China(CPC)put forward to implement the strategy of rejuvenating rural areas,and then the rural work conference construct one of specific implementation path to promote the modernization of agricultural and rural governance system,popularize agriculture comprehensive administrative law enforcement.In recent years,with the steady development of agricultural economy in Aksu Prefecture,agriculture plays an increasingly important role in the economic development of Aksu Prefecture,and the implementation of comprehensive agricultural administrative law enforcement has a certain foundation in Aksu Prefecture.At present,the research on comprehensive administrative law enforcement of agriculture has always been one of the focuses of academic research,but it has not been explored in the theoretical and practical way,and the relevant research is not enough.Based on this,this article will focus on the Aksu Prefecture,take the investigation and research as the main research methods,conduct in-depth research and reflection on its comprehensive agricultural administrative law enforcement,in order to present rationalization proposal of reform and construction.First of all,this article elaborates the necessity and feasibility of the research,introduces the research background,purpose,significance,research methods and ideas of this article,and reviews the related literatures.Secondly,this paper has laid a solid theoretical foundation for the research of this paper through the definition of relevant concepts and theoretical analysis.Thirdly,this article takes the agricultural comprehensive administrative law enforcement officers in Aksu Prefecture as the research object,focusing on the current situation of law enforcement team,law enforcement behavior,law enforcement procedures,law enforcement supervision and law enforcement guarantee in the process of agricultural comprehensive administration law enforcement in Aksu Prefecture,and analysis problems and causes of problems through the investigation data,then put forward targeted countermeasures and Suggestions.Finally,summarize the conclusion of this paper,and point out the shortcomings and research prospects.Results shows that: First,there are some problems in agricultural comprehensive administration law enforcement in Aksu Prefecture,such as insufficiency of law enforcement officers,casualty of law enforcement behavior,shortage of law enforcement funds,lack of law enforcement supervision.Second,the causes of the present problems in agricultural comprehensive administration law enforcement in Aksu Prefecture includs: weak of the agriculture-oriented law enforcement idea,inadequate of agricultural law enforcement guarantee system,inperfect of agricultural law enforcement institutional environment,not strong of agricultural law enforcement supervision means.Finally,among the influential factors of agricultural comprehensive administration law enforcement in Aksu Prefecture,the order of importance from large to small is:law enforcement behavior,law enforcement guarantee,law enforcement procedures,lawenforcement team and law enforcement supervision.Inside the five influential factors,there are different between the importance of various sub factors to agricultural comprehensive administration law enforcement in Aksu Prefecture.In view of this,the article puts forward some specific policy recommendations as follow: improve the level of law enforcement team through raising access threshould,perfecting the assessment system,intensifying training;standardiz law enforcement behavior through introducing “internet plus”,changing law enforcement idea;optimize law enforcement procedures through simplifying program,regularing procedural system;reinforce law enforcement supervision through publicing information,strengthening accountability,linkaging internal and external supervision;solid law enforcement guarantee through adding law enforcement funds,optimizing law enforcement environment.
