Investigation And Research On "One-three Improvement" Special Enforcement Action In Zhejiang Province

Rehabilitation and revitalization in Zhejiang fishing grounds and “One-Three Improvement”(crack down on the fishing boat that has no ship name and number,no ship certificate and no port of registry,and violate the provisions of the fishing moratorium and other illegal fishery activities according to law,carry out renovation of “the fishing boat does not match its ID”,prohibited fishing gears and pollution of the marine environment behavior in all-round way)special enforcement action has been implemented more than three years in Zhejiang Province,and it has made some remarkable achievements,but there are still some problems.Based on the first-hand information obtained from the field survey of important fishery cities,counties(districts)and fishing villages in Zhoushan,Ningbo,Taizhou and Wenzhou,combined with the relevant literature,the specific content and present situation of its implementation are studied by cross-disciplinary research method.The article briefly expounds the general situation of the implementation of “One-Three Improvement”,and comprehensively analyzed the causes of the resurgence of the fishing boat that has no ship name and number,no ship certificate and no port of registry,the difficulties in the implementation of some policies,repeated use of prohibited fishing gears,the crux of “the fishing boat does not match its ID” and the problems of marine pollution.From the findings,some counter measures and suggestions have been put forward,such as improve the fisheries management system,measures to solve the problem of fishermen livelihood,improve fisheries management regulations and related policies,enhance the professionalism of law enforcement team,to distinguish the problems left over from the history of "the fishing boat does not match its ID",strengthen and improve the regulation of "the fishing boat does not match its ID",raising fisherman's understanding of forbidden fishing gear,exert criminal law deterrent effect,strengthen the publicity and guidance of marine environmental protection,control the pollutant fluxes into the sea,solve the pollution problems of ship pollution and coastal aquaculture,promote the implementation of relevant policies and do well in the ecological restoration of marine wetlands,establish a cooperation mechanism,to achieve prevent and manage together,and so on.This paperprovide reference for the marine ecological restoration,fishery resources protection and formulate follow-up policy of sustainable development of fisheries in Zhejiang,and provide basis for construction of a long-term mechanism of “One-Three Improvement”special enforcement action,and revitalize the Zhejiang fishing ground.
