PPP Project Analysis Of Risk Assessment And Allocation Based On The Expressway Case

Chinese early expressway projects are mainly in the mode of government investment or BT.With the recent promotion of the PPP mode,this mode is increasingly being introduced to the expressway project research and practice.Due to the large investment and longtime characteristics of the expressway projects,the practice of case analysis and summary of the risk sharing by the expressway PPP project can provide examples for the negotiation of the PPP contracts.It is of great practical significance to maximize the social and economic benefits without compromising the economic viability of such projects and ensuring the high quality of supply of products and services.This paper first elaborates the research background,and puts forward the main research contents according to the importance of the fair and reasonable risk sharing mechanism of expressway projects,so as to determine the purpose of the study.Secondly,we have done a lot of analysis on the basis of risk identification,risk assessment and risk allocation of PPP projects.Based on the research results of 37 risk factors through the questionnaire and comprehensive evaluation model,this paper studies the practice case and lays the foundation for analysis.Thirdly,it elaborates the theoretical basis of PPP mode and the risk management processes such as risk identification,risk assessment and risk allocation involved in PPP projects,and paves the way for the study of practice case.Then,based on the project practice of BOT type of Bengbu-to-Wuhe expressway and the previous theoretical research,this paper identifies and analyzes its key risk factors,and focus on analyzing the key to the establishment of the project contract system.Finally,the main contributions of this paper are summarized according to the research results.
