Since the reform and opening up,China's industrial development has made remarkable achievements,but the problem of regional differences has become increasingly prominent.The gap between economic development and changes in industrial structure in the eastern and western regions is significant.Under the “new normal” background of the economy,studying the spirit of the Nineteenth National Congress,implementing new development concepts,building a modern economic system,accelerating the construction of an innovative country,and implementing a regional coordinated development strategy are the narrowing of regional differences in China at the current stage and breaking through the bottleneck of economic development.The only way to successfully cross the “middle income trap”.Internationally,R&D investment intensity is usually used to reflect a country's scientific and technological strength and core competitiveness.Universities,research institutes,and enterprises are three types of different innovation entities,and they are the engine for advancing the advanced industrial structure.In order to reduce the gap between the industrial structure changes in the eastern and western regions and achieve the coordinated development of the regional economy,This paper uses a combination of qualitative analysis and quantitative analysis to apply panel data from 2000 to 2015 in 22 provinces(municipalities and autonomous regions)in the eastern and western regions of China.Taking the R&D investment intensity of industry,universities,and research institutes as the research perspective,empirical and statistical methods are used to analyze the R&D investment and industrial structure status of enterprises,universities,and scientific research structures in the eastern and western regions of China.A comparison was made between the R&D investment intensity and the changes in industrial structure in the industry and research institutes in the east and west regions,and the causes of the differences.Based on this,it empirically analyzes the specific impact of the R&D input intensity of production,education and research in the eastern and western regions of China on the regional industrial structure changes.The results show that the R&D input intensity of universities and scientific research institutions in eastern and western regions of China is quite similar.R&D investment intensity of western enterprises is much lower than that of the eastern ones.Western regions have lower R&D investment intensity than the eastern ones.This results in one of the main reasons that the industrial structure in the west lags behind the eastern region.Based on this,this article proposes the following points from the government level,industry association level and enterprise level:(1)Western region governments need to change the input structure of R&D expenditures,formulate differentiated innovation policies and capital investment guidance methods,and accelerate the implementation and improvement of R&D reserves;(2)Western region trade associations provide enterprises with direct financing or financing guarantees,hold forums to invite industry experts,and promote the improvement of production technology;(3)Western enterprises further improved the information disclosure mechanism for R&D activities and the western region gave full play to the countermeasures and suggestions for the support of financial institutions.
