When the economy develops to a certain stage, with the enhancement of income and unsustainable existing model of economic development, economic restructuring and upgrading has become the only way for sustainable economic development. Since the reform and opening up, the rapid economic development in Zhejiang Province, the total economy continues to grow, the quality of urban and rural residents continue to improve, to become one of the most developed provinces in China. But with respect to the level of economic development in Zhejiang Province and in terms of disposable income, the relatively slow adjustment of industrial structure in Zhejiang Province. As China’s economic downward pressure is increased and the existing economic model is not sustainable, industrial restructuring, Zhejiang Province, more urgent.Firstly, the use of industrial sophistication index and K values describe the Zhejiang Industrial Structure Change course and use Granger causality test method for quantitative analysis and empirical relationship between the industrial structure and economic growth in Zhejiang Province, through the study found, Zhejiang Tertiary industry began to replace the second industry has become the main driver of economic growth, and tertiary industry’s contribution to economic growth potential.Secondly, the use of non-competitive input-output model to calculate the effect of stimulating demand for total value added in Zhejiang Province and the three industrial added value, the results showed that the main driving consumption of the tertiary industry, investment, and exports outside the province to bring up the main Pull the secondary industry, but investment and exports to other provinces to bring up the added value of the tertiary industry pulling tends to rise.Then, the paper introduces the structure of the input-output tables decomposition were studied in different years, the demand side in the demand structure analysis system into the factors affecting changes in the industrial structure, measure the 2002--2012 economic progress, and ultimately usage, consumption structure consumption rate, the impact of structural adjustment province, the province transferred out rate, the investment structure, investment, export structure, the export rate of change of industrial structure in Zhejiang Province, the results show that the final utilization, investment rate and export rate in industry Output restructuring play a key role, play a greater role in the development of tertiary industry in technical progress, investment structure, Foreign outflow structure and export structure, showing the value of the tertiary industry in Zhejiang Province is gradually emerging products, and become a breakthrough in upgrading the industrial structure.Finally, based on the above findings and real economic development in Zhejiang, analyzed the policy implications of this paper, mainly in three aspects: first, to enhance the role of technological progress in economic development. Second, accelerate the development of tertiary industry, improve economic efficiency development. Third, encourage the development of new consumption patterns and consumer hot spots, to enhance the contribution of consumption to economic growth in Zhejiang Province.
