The Research On The Strategies Of Developing The Supply Service Of International Bonded Fuel Oil In Zhoushan

With the acceleration of economic globalization,the prosperity and development of ports are directly related to the economic level of countries and cities.The supply service of the international bonded fuel oil is the most important and core function of the port supporting service.It is directly related to whether the ship docks or not and the length of the berthing time,which determines the realization of the subsequent derivative service function.It is an important index to measure the comprehensive service capacity of port shipping.In the implementation Plan of China(Zhejiang)Free Trade Test Zone,it points out that one of the main missions of Zhoushan at present is to "improve the ability of oil resources allocation and build an international oil trading center".Therefore,Zhoushan should actively develop the supply service of the international bonded fuel oil,constantly improve its port service function,vigorously promote the optimization and upgrading of traditional port industries,which is helpful to expand the breadth and depth of China's opening to the outside world and to promote the sustainable development of China's superior industries.Starting from the development mechanism of the supply service of bonded fuel oil,this paper first introduces the current situation and the successful experience of the supply service of the international bonded fuel in Singapore,and then analyzes the current situation of the supply service of the international bonded fuel in Zhoushan.It finds that Zhoushan's competitive advantages lie in the natural endowments,hardware base,supporting industry and supporting policies.The main problems of Zhoushan are the small number of enterprises' main body of operation,the inapparent price advantage of bonded fuel oil,few varieties of the supply market of bonded fuel oil and relatively backward trading market development.Then this paper makes a comparison between the current situation of the supply service of bonded fuel oil in Zhoushan and Singapore.First is the comparative analysis based on of the cost calculation of ship's fuel oil filling on the voyage,and we can come to a conclusion that on the voyage,ship's fuel oil filling in Zhoushan is less than that in Singapore,which navigates on the Zhoushan's dominant route.This enlightens Zhoushan to actively attract ships that navigates on the Zhoushan's dominant route to fill bonded fuel oil.Second,this paper makes a qualitative comparative analysis of the supply market of bonded fuel oil in Zhoushan and Singapore.According to the above analysis,it puts forward countermeasures and suggestions from a near-term,intermediate-term and long-term perspective to improve the development level of thesupply service of bonded fuel oil in Zhoushan.From a near-term perspective(within 1years),we should raise the supply amount of bonded fuel oil firstly;from a intermediate-term perspective(within 2-4 years),we should gradually form the whole industry chain of bonded fuel oil supply;from a long-term perspective(within 5-10 years),we should enhance the brand value and international reputation.
