Research On Rural Land Acquisition Compensation From The Perspective Of New Public Administration

In recent 'years,a large amount of rural land is occupied with the rapid d evelopment of Chinese economic society and the acceleration of urbanization.The land expropriation of the lost peasants has become the problem which com munity highly concerned about.The compensation and resettlement work for land expropriation will remain an essential problem in the process of the social and e conomic development in the next few years.The current research is aimed more 1 and expropriation compensation and settlement policies on a national scale,but th e immediate task is to discuss the performing effects in different areas and the e xisted problems,where are few related research results.Under this background,b asing on the research and analysis of land expropriation compensation and settl ement policies in the city of Y at the present stage,it will take the equitable j ustice of land expropriation compensation as the entry path and discover the re al problems in the compensation of rural land expropriation in Y.And it's imp ortant to analyze the profound reasons why the problems occur under the new pub lic administration theory frame.At last it will strive to provide reasonable and feasible suggestions for realizing the fairness and justice of land expropriation compensation and its effective implementation.It's composed by six chapters as following.Chapter 1,introduction.The first part demonstrates the background,important meaning of the research,the present state of domestic and overseas study as well as the study ideas and methods of this article.Chapter2,defining the concepts and explaining the theories.This part introduces the meaning of rural land expropriation compensation,the connotation of new public administration theory and its reference meaning,aiming at establishing the theoretical foundation for the ensuing chapters.Chapter3,the exploration of the rural land expropriation compensation practice path in Y.It analyzes the procedures,methods,standards and execution effects for rural land expropriation compensation in Y.Chapter4 and chapter 5,existed problems and the underlying reasons analysis in the process of rural land expropriation compensation in Y with the theory of New Public Administration.Chapter6,countermeasures research of the problems in the process of rural land expropriation compensation in Y.It puts forward the feasible proposal for the problems combining the theory of new public administration,such as standardizing procedures for rural land expropriation compensation,emphasizing core values of social equity and social justice,strengthening democratic administrative participation,respecting the rights of farmers,building flexible and responsive government organizations,highlighting the public nature of governrnment administration and so on.It is of great significance to improve the supervision system of land expropriation compensation in China,to raise the level of legalization of land expropriation compensation,to maintain fairness and justice and to promote the development of the comprehensive governance capacity and governance system of modern society.
