Study On The Participation Of State-owned Enterprises In Urban Public Service

The state-owned enterprises to participate in the city public service is the embodiment of the public welfare of the state-owned enterprises.In the cities of China,many public services are operated by state-owned enterprises,such as city public service in the water and power supply,gas supply,public transportation,sanitation,maintenance,management and maintenance of municipal roads.With the rapid development of China's economy and society,the acceleration of urbanization,the public pays more and more attention to urban public services.Citizens need more high-quality,convenient and comprehensive urban public products and urban public services,which also put forward higher requirements and standards for state-owned enterprises to participate in urban public services.In August 2015,the Central Committee of the Communist Party of China and the State Council issued the guidance on the deepening of the reform of state-owned enterprises.The document clearly points out that the provision of public goods and services is one of the goals of public interest state owned enterprises.It is considered to be a major breakthrough in the new round of state-owned enterprise reform,and a return to the publicness of state-owned enterprises.Therefore,this paper,with the background of a new round of state-owned enterprise reform,has carried out a deep study on the problem of state-owned enterprises' participation in urban public service.The first chapter expounds the meaning,products and participants of urban public service,summarizes the characteristics and development trend of urban public service,and introduces the practices of public service operation in other cities.The second chapter analyzes the important role of state-owned enterprises in urban public services,reviews the development process of state-owned enterprises' participation in urban public services,and summarizes the current characteristics.The third chapter,taking the city bus service in A city as an example,points out that there are a lot of shortcomings in the bus service of A city in the city bus service.For example,there are some problems such as insufficient public service level,long term deficit in enterprises,negative effects of financial subsidies,low public participation and imperfect government supervision mechanism.The fourth chapter puts forward a series of measures to improve the public service capacity of state-owned enterprises from the perspective of the new round of state-owned enterprises reform.For example,we should explore the joint mode of public and private sectors,regulate the principal-agent relationship of government enterprises,improve the participation of the public,improve the financial subsidy measures,strengthen the modern management structure of enterprises and establish the supervision and assessment system of state-owned enterprises.
