Research On The Implementation Efficiency Of Supportive Policies For SMEs In Yunnan Province

It is the sustained and healthy development of middle and small-sized enterprises(SMEs)which can promote mass entrepreneurship and innovation,stimulate economic vitality,increase economic aggregate,alleviate employment pressure and improve people's livelihood.In recent years,various supportive policies have improved the development dilemma of SMEs to some extent.However,influenced by many factors,the policies did not achieve the desired effect in the implementation process,and the problems most SMEs faced were not fundamentally solved.Therefore,academic circles has carried out a lot of research,and attach importance to putting forward the supportive policy,evaluating the execution efficiency and concluding influencing factors,which is good to solve the problem of SMEs.However,it is very rare to find the system research on the implementation efficiency of SMEs,and the existing research cannot solve the problem of policy implementation.In order to improve the efficiency of policy implementation and promote the development of SMEs,this paper makes an in-depth analysis of this proposition by combining quantitative and qualitative research methods.Due to the less research for the implementation of supportive policies for SMEs,and it belongs to the typical public policy,therefore,the study of public policy execution efficiency is suitable for supportive policy execution efficiency for SMEs.This article combed the research status of supportive policies and policy implementation of SMEs,from the tax preferential policies,financing support,public services,support of technological innovation,public policy execution concept,the executor of public policy,the evaluation for public policy execution efficiency,the factors influencing the public policy execution efficiency system.The author measured the policy execution efficiency from the angle of financing,tax burden,market position,Barriers to entry and technology innovation by questionnaire investigation,and asked target population to mark the questionnaire according to their own cognition by Likert method.And then,the author processed the data,and evaluated the existing policy execution efficiency.Make a systematic analysis for influencing factors,we need the following steps:(1)Base on the current situation of poor implementation result of existing policies,the author building a three-level influential factor system including 28 indicators from government,financial institutions and SMEs is constructed.(2)The 28*28 questionnaire designed to determine the correlation of influencing factors.Then,the author asked the experts to grade the correlation among the factors,and the score is from 0 to 4.(3)Transforming these data into three elements fuzzy number and processing the data,we calculated the final judgment result of all experts,namely the direct influence matrix.(4)We can make a systematic analysis for the factors by laboratory decision-making process(DEMATEL)model,that is to say,we operate the data in MATLAB software and then obtain the comprehensive influence matrix which reflects the relationship between various influencing factors;We can identify five key factors,respectively is: enterprises' political trust,whether the capital is enrich,whether the system of supervision and accountability system is perfect and,Whether the local legal system is sound through analysis for the above results.(5)Then,conduct the data processing in MATLAB by means of the interpretation structure model(ISM).We determine ?=0.13 according to the actual need,ignore the small influence value and get the accessibility matrix.We divided the factor system into five levels according to the data of the accessibility matrix,and the influence mechanism of every factor in different levels would be discussed.Based on this,this paper discusses the relationship between political trust of SMEs' and execution efficiency of supportive policy for SMEs,and the regulating effect of emotional contagion would be brought into the research model.The empirical results verified the influence mechanism of political trust of SMEs and policy implementation efficiency.The non-linear relation of the inverted U type is found between the government trust of SMEs and the policy implementation efficiency.What's more,there is the non-linear relationship of the inverted u-type between policy trust of SMEs and the policy implementation efficiency,which is positively regulated by positive emotional contagion.However,the inverted u-shaped relationship between official trust of SMEs and the policy implementation efficiency is not significant.Based on the strategy of hierarchical improvement,the paper puts forward some Suggestions for government,financial institutions and SMEs from macroscopic,mesoscopic and microscopic perspectives,which will help SMEs in Yunnan province to get rid of the development difficulties and realize rapid and healthy development.This research has enriched the research results of the implementation efficiency proposition for supportive policy to a certain extent,and provided the coping strategies for the poor policy implementation efficiency from different perspectives.This research is good to solve the question of SMEs' development,promote national economic development and maintain social stability.
