The targeted poverty alleviation policy is a powerful measure to promote the process of poverty governance in the new era,achieve a fair and effective allocation of national resources and equalization of public services,improve the life of poor households,and promote rural social and economic development.The process of poverty alleviation in China has gone from targeting poverty-stricken areas,to poverty-stricken counties,to poverty-stricken villages and poverty-stricken households,and changing from flooding irrigation to precision irrigation,continuously refining and sinking poverty targets,and ensuring that poverty-reducing resources can accurately and effectively deliver,configure and implement.It is not only the summary and sublimation of previous experience in poverty alleviation,but also the need of national governance and social development in the new era.As the final link of the implementation of the central government policy in the administrative system,the most important task of the grass-roots government is to implement the policies and indicators.The government at a higher level hope that policy implementer can truly “ upstream and lower the efficiency of the bank,” by forming and strengthening institutional incentives or constraints.Grassroots governments have given different interpretations of policy intentions and goals,including consideration of their own interests and risks and adopted different methods of implementation.As a result,so-called policy adaptations,policy enforcement distortions and policy distortions have frequently emerged.The result is a deviation from the original intention and results of the original policy and may even be counterproductive.At present,the academic community has little attention to the adaptations in precision poverty alleviation practices and it also seldom deals with the governance situation in which policy adaptation occurs.This study focuses on the two aspects.Based on this,this study takes the specific implementation process of the precision poverty alleviation policy as the research object,taking the accurate identification practice in the precision poverty alleviation policy of D Town,Shan xi Province as a case,and collecting related data through the literature research method and the unstructured interview method.Through typical events,analyzing the policy adaptation behavior and performance of D township in the practice of precision poverty alleviation,attempting to answer the concrete governance situation of policy modification behavior and using the core concept and principal assumption of principal-agent theory to explain why the primary government adopts flexible behavior.Through the study,it was found that although the flexible behavior adopted by town D to some extent maintained its own interests,evaded the corresponding political risks and maintained the stability of rural society,but the final result was a deviation from the original intention of an accurate poverty alleviation policy.It violates the connotation and content of "precision" and impairs the effectiveness of policy implementation.Based on this specific situation,it is easier for the grassroots government to adopt the policy flexibility in the practice of social policy.The production of flexible behavior is not only the optimal consideration as a rational subject,but also the logical difference between the resource endowment between the principal-agent relationship and the superior government,including the information asymmetry,the time limit and the negotiating ability,and the conflict of interest between them.The selection reflects the informalization of policy implementation.
