Since the tax-sharing reform in 1994,the Central Government has solved the serious financial crisis by concentrating financial power.Since then local government finances began to be stretched.Local governments began to shift from "operating enterprises" to "operating land",and land finance started to take the stage of history.Have to say that China's development in the past two decades relies heavily on the comprehensive benefits brought by land finance,making China made in the world competitive,opening up overseas markets and allowing local governments sufficient Capital to complete the construction of urbanization.At the same time,however,it has also caused a series of economic and social problems that will largely affect the process of urbanization in our country.With the increase of our economy,how to reduce the dependence of the government on land finance,ensure that local governments have sufficient financial resources to complete all aspects of urban construction and meet the people's livelihood guarantee are the problems to be solved urgently in our country.In the context of intense discussions on land finance across the country,the development trend of land finance in Hefei in recent years has also drawn the attention of all sectors of the society.If we only discuss the advantages and disadvantages of land finance in Hefei,there is not too much Meaning.Therefore,this article from the next six aspects to be discussed.The first part is an introduction.Taking Hefei as an example,this paper analyzes the significance of the topic selection from the research background of land finance,and makes a literature review of domestic and foreign scholars on the land finance and land financial transformation.Based on this,the research methods and research ideas are put forward.The second part mainly introduces the concept and constitution of land finance,the institutional background and the theoretical basis of the transition,and introduces the land finance in general.The third part analyzes the current situation of land finance in Hefei through data and charts,and draws up the possible problems and risks.The fourth part is based on the present situation of land finance in Hefei,and analyzes the effect of land finance in Hefei from both positive and negative aspects.The positive benefit mainly expounds the mechanism of land finance on economic growth,and uses the endogenous economic growth model to analyze the contribution of land finance to the economic growth of Hefei based on the relevant data of Hefei.Negative effect is mainly to raise the negative impact of land finance in Hefei City and the necessity of transformation.The fifth part is on the basis of the necessity of land transformation in Hefei City proposed in the previous section.It does the concept of land finance transformation in Hefei city,puts forward the goals,principles and directions of land finance transformation,and points out that the transformation process may face problem.The sixth part proposes comprehensively the policy recommendations for the land financial transformation in Hefei.
