Critical Success Factors Of PPP Utility Tunnels

In recent years,with the rapid development of urban construction,our government began to promote the construction of PPP utility tunnels.The implementation of such projects can effectively solve the shortcomings of the traditional direct-buried pipeline,and through the introduction of the PPP model,it solves the problem of financing difficulties in the construction of the utility tunnels,alleviates the government's financial pressure and improves project management efficiency.At present,the construction of PPP utility tunnels is in its infancy.The lack of theoretical foundation and practical guidance in the construction process will make it crucial to control the key points in project implementation and increase the probability of project success.This paper expects to combine the theory and practice,using statistical methods to quantify the various elements to explore the impact of the critical success factors of PPP utility tunnels.Firstly,the thesis reviews the current research status both at home and abroad,determined the successful standards of the project,summarizes the relevant literature about the critical success factors of PPP projects,and initially obtains the list of factors influencing the success of PPP projects.Based on this,Characteristics,factor identification principle and questionnaire survey to amend the preliminary list to obtain the 22 success factors of PPP utility tunnels.Secondly,through the questionnaire survey,the importance of the factors affecting the success of PPP utility tunnels was investigated.SPSS software was used to carry out the principal component analysis of the recovered data.Four principal components were extracted,namely the transaction structure elements,main participate elements,policy technical elements and the economic environment elements as the macroscopical factors.Afterwards,the regression analysis of the macroscopic elements and the success standards of the project shows that there is a positive causal relationship between the two;furthermore,Component factors and key contribution to the success of the analysis of the elements,and ultimately get 19 critical success factors.Based on this,the critical success factor impact framework of PPP utility tunnels that builds the path of" critical success factors? impact intermediaries? impact results" is constructed.In the light of the current situation of PPP utility tunnels,from the point of constructing and perfecting the transaction structure of the project,playing the core role of the project participants,perfecting the project-related policies and technical specifications and creating a good project investment and financing environment Proposed four aspects of the successful implementation of such projects to make recommendations.Finally,an empirical analysis was conducted based on the case of the PPP utility tunnels of BY city,which confirmed that the identified critical success factors did play a key role in the PPP utility tunnels project.
