Madagascar is a country with high tourism potential. Tourism is the third economic pillar of the Island. Aware of its capabilities, the country now wants to attract more visitors. The ICT has revolutionized the tourism industry. The rapid development of information and communication technology in the distribution and the intermediation of tourism products have a set new competitive environment for the tourism industry. This research is done with the intention of understanding the role played by of the Destination Management Systems (DMS) and initiating a implementation for Tourism Industry. DMS is perceived as the new technology instrument used by tourism board for the collection and storage of various type of information. Also, those type of organization use it for any type of reservation and other commercial transactions.Upon review of literature, it was established that DMSs effectiveness in Madagascar’s tourism industry has not been researched adequately, thus prompting this paper to investigate, and contribute a theory based model for initiating practical implementation of DMS in Madagascar’s Tourism Industry. The aim of this research is to know the factors influencing the adoption of the DMS. The framework bases have five factors:environment, marketing, managerial of organization, organizational of operation, and technical dimension. The structure is supported by the theories of Porters 5 forces model (1985), generic value chain of Porters (1985), marketing generic matrix of Porters (1985), McKinsey 7S model (1981) and technology acceptance model, Davis (1986).The study will give us an explanation of the involvement of each factor on the implementation process of the DMS. Based on a qualitative case, this study adopts a comprehensive approach that considers 15 regional tourism boards in Madagascar. At last a comparison between the three squares, Madagascar, Seychelles and Austria will be carried to strengthen the results. The knowledge of the details of the relationships among the factors and the DMS will support us in understanding and in the success of the implementation process.The analysis with CSFs and AHP defines the weight of each factor in relation to others. AHP rank the factors by their degree of influence. The environmental context is the factor that influences the decision to implement a DMS. Anyway, the environment is dominated by the government and suppliers. They are the actors involved the most in the management of tourist offices.Taking account of the result of the evaluation, the implementation policy turns more to the industry support, managerial and then technology policy. The success of the implementation will be based on a reform of the relationship with its environment and training for the tourism stakeholders. A policy that will facilitate efforts for the implementation of the DMSThe research will give another form of evaluation of the factors influencing the implementation of the ICT. For Africa, this research is one of the few to treat the DMS and especially its implementation. The usage of a five theory together is bringing innovation approach for the exploratory research in implementation system filed. The research gives the new business model for Madagascar tourism offices.
