After 30 years of large-scale rapid urbanization process,the aging of buildings,illegal construction,lack of public service facilities and infrastructure,traffic congestion and other "urban diseases" continue to spread in our cities,and the contradiction between supply and demand of land resources is becoming increasingly prominent,and the development of urban development is urgently needed from extension to connotation.Under this background,urban renewal as a self-regulation mechanism is an inevitable choice for the sustainable development of cities in China.In recent years,a large number of urban renewal projects have been implemented throughout the country,and great results have been achieved.However,as urban renewal projects involve the benefit game of multiple subjects,in the current process of advancing,a series of problems such as the contradiction of demolition,the slow progress of the project,the difficulty of realizing the benefit of the project,the damage of the public interest and the misallocation of the land resources are outstanding.At present,how to carry out the implementation of urban renewal projects more reasonably is an important subject facing the government,developers,residents and other related subjects.Under this background,this paper studies and analyzes the key success factors of urban renewal projects,including the following parts:To begin with,this study analyzed the evolution of the concept and connotation of urban renewal to understand the goals and tasks of urban renewal.Besides,this study analyzed governance theory,stakeholder theory and sustainable development theory,to deeply understand the key problems in urban renewal and urban renewal management.Secondly,multiple case study,literature review and expert interviews were adopted to identify the success factors of urban renewal projects,28 factors are identified.Then,the final 26 success factors of urban renewal were screened through the method of questionnaire survey.The 26 factors can be divided into eight categories: project attribute,economic environment,policy mechanism,coordinated management,public participation,strength of developer,project plan and project implementation.Thirdly,based on the the success factors of urban renewal projects,the interaction between success factors is analyzed from the perspective of network.social network analysis(SNA)was adopted to construct and analyze the success factors network.Five indexes including Density,Degree Centrality,Status Centrality,Betweeness Centrality and Broker Indexes were used to qualify the characteristics of the entire network,the influence and transmission of success factors.The critical success factors of urban renewal project were finally identified according to influence and transmission.Fourthly,the hierarchical structure model of the success factors of urban renewal project is constructed by ISM method,and the position of each factor in the model is analyzed.It is found that the factors belonging to the project attribute,the good economic development level,the market environment and the policy mechanism are located in the lower structure.The factors belonging to strength of the developers,the coordination management and the public participation are mostly located in the middle level of the structure.The related factors belonging to the project implementation and project building are in the upper structure.Finally,based on the key success factors identified,from the point of view of the government,the policy proposals for promoting the successful implementation of urban renewal are proposed from three dimensions: optimizing the implementation environment of urban renewal projects,improving the participation of urban renewal subjects and building the cooperation mechanism of urban renewal projects.
