With the rapid development of regional economy,the role of high technology industry cluster is more and more big,the cluster innovation also gradually become a focus in the study of industry cluster.Due to the heterogeneity and asymmetry within the cluster,many clusters have emerged in the focal firms.Because of the inherent advantages and scale advantages,it's wihout doubt that focal firms help to promote the overall performance of the cluster network.But the number of small and medium enterprises in the cluster is larger.If there is no certain spirit of innovation and the active participation of small and medium enterprises,the level of innovation can not be a cluster to enhance the overall.The impact of focal firms'technology spillovers on cluster innovation has been controversial for a long time.The question of how the focal firm affects the innovation of industrial clusters has not been fully understood and fully explained.At present,there is a new perspective-competition and cooperation model in the academic research on cluster innovation,with a view to studying the impact of focal firms' technology spillovers on cluster innovation performance in the background.Based on the review of the literature,this paper constructs an interaction between the technological spillover,the competing mode and the innovation performance of the high-tech industry cluster from the perspective of the competing relationship.In this paper,based on the review of the focal firms,technology spillover effect on the cluster innovation performance,This paper investigates how the high-tech industry cluster can promote innovation performance through the focal firms' technology spillovers through the comparative study of Liaoning Shenben New City High-tech Zone and Dongguan Songshanhu High-tech Zone,and through the "drawing effect" and "catch-up effect" "The relationship between the technology spillovers and the innovation performance of the focal firms' in the cluster is discussed in a comprehensive way,and the core enterprise technology spillovers are regarded as a kind of competing relationship,which matches the"drawing effect" and "catch-up effect " of technology spillover.This paper mainly divides the development process of the two clusters into four stages:the first stage is the government guidance,attracts the focal firm into the cluster through the policy preference;the second stage is the focal firms to win over.The focal firm plays the "drawing effect "so that SMEs rely on their overflow of knowledge and technology to gain growth;the third stage for small and medium enterprises is to catch up.The focal firms' technology spillover plays the "catch-up effect" so that SMEs attempt to get rid of the core business control and strive to compete;The whole process picture.In the process of analysis,this paper attempts to match the four modes of co-opetition relations with the stage of cluster evolution in order to make the whole process of cluster development more clear.Through the case analysis,this paper draws the following findings:First,the focal firms' technology spillover process will produce "drawing effect" and"catch-up effect";Secondly,during the focal firms' technology spillover process,four co-opetition relationship models play an important role.Respectively,for the independent type,dependent,progressive,symbiotic co-opetiton models;Lastly,for the focal firm technology to produce "drawing effect" and "catch-up effect" to evolve in different ways,the cluster of enterprises to choose different co-opetition model to match up.Finally,the different competition and cooperation model which matches the technology spillovers of the core enterprise can significantly promote the performance of cluster innovation.The conclusion of this paper is of great theoretical and practical significance for understanding the dynamic relationship between technology spillover and innovation in focal firm field.
