Knowledge is the most important valuable resource in firms, but their "weaknesses" spurs the firm relying on foreign direct investment (FDI) to introduce technology knowledge heavily, which impedes independent innovation ability of the firm. In order to change the phenomenon, FDI is no longer a technology spillovers channel, but an important source of knowledge of a firm. In the premise of overcoming their weaknesses and transitional economies, alliances become the most natural and efficient way for the firm to seek appropriate resources. Alliances replace the traditional ways of spillover, which incur voluntary optimization, know-how and sharing information, plus establish cooperation relationship of collaborative competition. Owing to high uncertainty of technology, resource suppliers usually reluctant to cooperate with the high uncertainty firms or provide resource for them. Therefore, the cultivation of knowledge creativity for firms and construction of positive innovation environment are the basis to obtain extern resources, which is also a prerequisite for enterprises to develop innovation activities. From the evolution of international strategic alliances and FDI technology spillovers, few literatures have linked to both organically or studied their impact on innovation performance.Base on it, the thesis establish a theory model which indicates relationships between FDI technology spillovers, the characteristics of international strategic alliances, knowledge creation, innovation environment and the innovation performance. The purpose of the study is to reveal what kind of international strategic alliances is built to get more FDI technology spillovers for firms in our country, how to use knowledge creation to strengthen the transformation of external acquired technology spillovers, and how to cultivate its capacity of technology acquisition and knowledge creation through long-term accumulation of innovation environment. Data were gathered from more than 40 firms in 16 provinces and cities, the results show that FDI technology spillovers is positively correlated to firm size, firm alliance experience, alliance type, partner similarity, partner alliance experience, partner reputation, partner innovativeness and innovation performance; on the contrary, the FDI technology spillovers is not correlated to partner interaction and top management's support towards the alliance. Besides, the innovation environment is not related to FDI technology spillovers but is positively correlated to knowledge creation, also the relationship between the FDI technology spillovers and innovation performance is not modulated by the knowledge creation.The contributions of this study are mainly divided into three parts. Firstly, base on the background of transitional economies, it expands the characteristics of international strategic alliances and reveals the different dimensions of the characteristics of international strategic alliances effect on FDI technology spillovers. It aimed at answering how to obtain more technology spillovers. Secondly, the thesis concerned the questions about the influence of knowledge creation towards the regulation of the relationship between FDI technology spillovers and innovation performance, how to effectively assimilate, absorb and acquire external technology knowledge through their own capability of knowledge creation. Thirdly, it studied the effect of firm's innovation environment to FDI technology spillovers and knowledge creation, to reveal how to enhance the acquisition of FDI technology spillovers and the cultivation of knowledge creation capability for firms. Meanwhile, this study has practical implications for new ventures and scarce resources-based firm to overcome resource constraints by strategic alliances, and then achieve the survival and growth.
