Study On Fiscal Policy Of Precision Poverty Alleviation In China

Poverty is a major problem facing the whole world and the eradication of poverty is the ideal of mankind since ancient times.Since the founding of New China,in order to alleviate poverty and improve people's living standards,China has carried out a large-scale poverty alleviation work and made great progress for the cause of the world's poverty reduction and has made tremendous contributions to the out of a road of poverty with Chinese characteristics.Especially in recent years,the CPC Central Committee attaches great importance to poverty alleviation work and improve the precision of poverty alleviation strategy to an unprecedented height.However,poverty alleviation work is still not optimistic at this stage.By the end of 2016,there are still 43.35 million poor people in the country.They are more impoverished,the causes of poverty are more complicated and the poverty alleviation is more difficult.This paper is based on the fiscal policy perspective,and gives policy suggestions for the problem of precision poverty alleviation in our country,which is aimed at promoting the poverty alleviation and realizing the grand goal of "building a well-off society in an all-round way" at an early date.The full text is divided into five parts:Part one,introduction.This part mainly introduces the background and significance of the thesis and summarizes the research results at home and abroad and evaluates it.It briefly introduces the research methods and contents of this paper,and summarizes the innovation and shortcomings of this paper.The second part,the general analysis of precision poverty alleviation.First introduced the relevant concepts and categories of poverty,analyzed the main causes of poverty,which led to poverty alleviation,and introduced the relevant concepts of poverty alleviation,and then lead to accurate poverty alleviation,detailing the meaning of precision poverty alleviation and precision poverty and poverty alleviation difference.Secondly,it introduces the relevant theoretical basis of precision poverty alleviation:the theory of rights poverty,sustainable development theory and public finance theory respectively.Finally,it analyzes the necessity of precision poverty alleviation:Precision poverty alleviation is an effective way to improve people's livelihood;Precision poverty alleviation is the inevitable requirement to promote the coordinated development of regional economy;Precision poverty alleviation is the only way to promote social harmony and stability.The third part,the development process of poverty alleviation work in China and the financial dilemma it faced.Starting from the development of poverty alleviation in China,this paper summarizes four working experiences of poverty alleviation.:the system reform promoting the poverty alleviation stage;the developmental poverty alleviation stage;the poverty alleviation stage in the process of well-off society and the stage of precision poverty alleviation.And then elaborated in three aspects of China's precision poverty alleviation practice,that is,precision identification,precision support and precision management assessment,and summed up the results of precision poverty alleviation practice.Finally,it analyzes the dilemma faced in the practice of precision poverty alleviation in China:the lack of investment in financial poverty alleviation,the lack of funds for financial poverty alleviation,the irrational structure of fiscal expenditure,the imperfect management mechanism of poverty alleviation and the lack of effective poverty alleviation performance evaluation mechanism.The fourth part is the experience and enlightenment of poverty alleviation practice in major foreign countries.Mainly from both developed and developing countries to introduce poverty alleviation experience and summed up the revelation of our country:establish and improve the legal system of financial poverty alleviation;increase financial support for education in poor areas;strengthen the financing of poverty-stricken areas of innovation.The fifth part,strengthen the implementation of precision poverty in China's fiscal policy ideas.In view of the financial dilemma in the practice of precision poverty alleviation,this paper gives policy suggestions from four aspects.To raise funds for poverty alleviation:strengthen financial support and guide the participation of social funds.Expenditure:To define the scope of expenditure on poverty alleviation and adjust the structure of fiscal expenditure rationally.Management:To strengthen the management of precision poverty alleviation funds and improve the performance evaluation system of poverty alleviation funds.Finally,we should improve the supporting measures of the poverty alleviation mechanism:to improve the level of rural social security and to strengthen the construction of grassroots poverty alleviation cadres.
