Government employee system is tried in our local government a government department human resources system,is a supplement of the existing personnel system.The government employee system to meet the demand of professional and technical personnel of China government.The implementation of government employee system is a breakthrough in the permanent system of the traditional civil service.It provides reference for the civil service appointment system to promote the construction and the government employee system is a useful attempt in our government human resources management reform.In order to promote government employees more efficient high quality for government departments to provide professional and technical,government employees incentive problems research necessary traitor is revealed.Now the domestic existing government employees excited Excitation of the related studies have focused primarily on the salary incentive.The access to the local government in our country trial government employee system of literature to sum up the characteristics of government employees,make basis for the exploration of government employees incentive problems.Due to government employees to self into the characteristics of high demand,work incentives for government employees have a effective psychological driving force.By using the method of literature research,questionnaire survey method,interview method,combined with Sujiatun District of Shenyang City State Taxation Bureau of investigation,the job characteristics model theory is applied to the analysis of government employees working characteristics to,government employee groups and individual motivation potential scores are calculated,explore the problems existing in the government employees work motivation,and the in-depth analysis of the causes,so as to find out the Countermeasures of government employees to carry out the work incentives.Incentives for government employees with the job itself,making government employees better services for the government sector and at the same time to improve the efficiency and quality of public services of government departments.
