Research On Risk Management Of Integrated Project In Dongkou Coal Mine

The research object of this paper is the integration project of Dongkou coal mine,which is extremely complicated in the face of the situation: China to deepen the reform,it is imperative to cut the coal industry capacity,Guizhou province has vigorously promoted the reorganization of coal mining enterprises and encouraged the coal enterprises shut down small or medium coal mines gradually to improve the industry status.Since 2012,coal prices had been lower all the way,government in safety,environmental protection,mining technology and other aspects continue to overweight,new mines inadvertently lead to funding breakout endanger survival.Although coal prices have risen in retaliation since the second half of 2016,the operation of the enterprise has been improved,but we still have a long way to go.The integration of Dongkou coal mine is facing the risk of risk.Failure to judge the risk and deal with the defect will lead to project construction in a dilemma,blindly aggressive consequences can't imagine.Therefore,it also highlights the significance of the project risk management research.This paper takes Dongkou coal mine integration project as the research object,use the relevant theories of project risk management to identify and evaluate the risks of the whole process of project integration through investigation and comprehensive analysis,then put forward the six implement the specific measures of risk management in this project.Firstly,this paper analyzes the present situation and existing problems of the risk management from the general situation of the project;secondly,it is a comprehensive identification of the risk of the project and classifies it in two dimensions;thirdly,it is also a qualitative assessment,a quantitative assessment and re-evaluation of four programs assessment of identified risks;finally,based on the above research results put forward the risk response measures,and made a summary and outlook.The originality of the project risk management research is mainly reflected on the following points: first is based on the past coal industry in the winter to carry out the new mine risk management research,the second is the mixed ownership of state-owned enterprises to carry out the risk management research,the third is the risk of quantitative,qualitative assessment,quantitative assessment and sub-program evaluation combined the way to carry out risk management research.Through the implementation of the project risk management research,the conclusion is: Dongkou coal mine integrated project in line with the national deepening reform of the coal industry to the production capacity policy requirements,according to the preliminary design program can be put into production on schedule,based on national economic trends and energy distribution can recover investment.Should through improve the risk management organization,strengthen the project funds risk management,attach importance to local communication and coordination,prudently choose the start time,strengthen the project technical level management,deepen the construction period of comprehensive budget management,pay close attention to coal quality technology management and other risk response measures,scientifically and effectively manage project risks to ensure project success.
