The Analysis Of The Impact On The Upgrading Of Jilin's Industrial Structure From FDI

With change to open,especially joined the world trade organization,China is speeding up the pace of attracting the foreign direct investment.At the same time,the world financial crisis has brought huge impact to China,forcing China accelerate the pace adjustment of economy and industrial structure.Effect of foreign direct investment on the upgrading of the industrial structure has been the focus of academic research,but most remain at the macro level,impact on the upgrading of the industrial structure in Northeast China is unclear.As the Northeast Regional Center,Jilin province has rich resources and strong manufacturing base.Under the background of revitalization of northeast old industrial base and the implementation of "along the wayt" strategy,the economic and social development is facing a rare historical opportunity.With the rapid development of the three industries in Jilin Province,introducing foreign direct investment in Jilin province has entered the high-speed development period,which the use of foreign capital has achieved initial results,but the problems of the three industrial structure unbalanced development and structural contradictions are still outstanding.Therefore,this article mainly studies the influence of FDI on industrial structure upgrading in Jilin province,to promote economic development and provide an important reference to upgrade the industrial structure of Jilin province.First of all,research at home and abroad are reviewed in this paper.On the basis of the relevant theories,concluded three factors of the foreign direct investment influencing the upgrading of the industrial structure,which are capital effect,driven by the industrial structure effect,technological overflow effect.Then based on Cobb Douglas production function to model,collect data,verify the capital effect;based on Cobb Douglas production function,collect data,to verify the industrial structure effect;Finally,according to the growth theory to establish model,collect data,to verify technological overflow effect.Through the empirical analysis,capital effect,industrial structure effect and technological overflow effect had a positive influence on the industrial structure upgrading.In this paper,we found that foreign direct investment can promote the upgrading of the industrial structure of Jilin Province,but it also made the three industry development in Jilin province not balanced,the main problem is that the FDI focused too much on the second industry.Source of foreign investment and the way of investment are single.The efficiency in the use of foreign capital is low.At the same time,the distribution of employment the three industry in Jilin province is not balanced.This article in view of the existing problems,puts forward the corresponding strategies and suggestions.On the one hand,the government should introduce relevant policies to solve the way of foreign investment and the problems.Also the proposed strategy to solve the utilization of foreign capital which promotes the upgrading of the industrial structure is mainly concentrated on the problem.On the other hand,the strategy raised is mainly aimed at enterprises to solve the low efficiency in the use of foreign capital and the problem of uneven distribution of employment.At the same time,the enterprises should innovate continuously and cultivate high-quality talents,which the utilization of foreign capital and the upgrading of the industrial structure can achieve the purpose.
