With China's economy entering the "new normal",the internal and external business environment of financial sector,especially the banking industry,has been changed greatly.All walks of life are all in the positive thinking and searching for the path of transformation and development.The international big-banks in the 1990s had realized the transformation and development through process reengineering.More and more domestic banks have gradually realized the importance of process-bank construction,and foucus on optimizing or reengineering the business process,organization structure,management system,information system and cultural concept with customer centric and market oriented,which is helpful for dealing with international competition and gaining qualitative breakthrough in cost,quality,efficiency,risk and customer satisfaction,then would be members of modern commercial banks.Based on the theory of business process reengineering theory as the breakthrough point,using Lean and Six Sigma Management theory,closely with Hunan Liuyang Rural Commercial Bank,this paper designs a plan of optimizing business processes,reshaping organization structure and rebuilding management system,and hope that there will be some inspiration for rural small and medium-sized financial institutions.This article mainly divides into four parts?The first part briefly introduces the research significance and background,summarizes business process reengineering theory's origin and main methods.Second part points out the existing problems of operation and development in Hunan Liuyang Rural Commercial Bank,applies tools such as PEST to analyze the internal and external environment of the banking industry,and uses the method of SWOT to analze bank development advantages and disadvantages,the prospect of threats and opportunities in the future,and.The third part puts forward the purpose and principle of process-bank construction,and summarizes the domestic and foreign banks' experiences,and designs the plan of process-bank construction.For business process,rethinks or reengineers bank branches' service,lending business and product innovation.For organization structure,sets up the headquarters and division type structure,turns the functions of branches to the pure business operation,practices background-concentration,builds division for"profit center".For management system,establishes comprehensive risk management system,promotes management refinement furtherly,builds scientific performance appraisal system,reconstructs management information system for customers and processes.The fourth part points out the supporting measures that should be taken,and forecasts the effect of the process-bank construction.The steady promotion of process-bank constructionk will help Hunan Liuyang Rural Commercial Bank' s service quality better,efficiency increased significantly,the internal control management ability strengthened,outlets of operation more efficient and product innovation ability greatly enhanced.
