With the development of the universal ocean economy and the strategy of The Belt and Road,China has been accelerating the process of developing ocean resource and paying more attention to the environment in the South China Sea.The Sansha sea area contains the massive offshore oil reserves and has important strategic position while it is faced to a huge oil spill risk that the exsiting insurance can not cover with.Therefor,the reasonable insurance products have the necessary to design for the Sansha sesa area.According to the SWOT method and the scenario analysis method,this dissertation identifies the basic facility risk factors,nature risks and political risk factors,and assesses the weight and the level of the oil spill risk by AHP-FEC method.And get a conclusion that the Sansha sea area has medium risk level in general,but the national situation risk factor and marine environment risk factor has high risk level.And the key risk factors are the basic conditions of the vessel and RIG,and the technology of the offshore oil drilling.In addition,compared to the oil spill insurance system of America,Canada,Korea and other developed countries,this dissertation gets the conclusion that the mature policy in oil spill insurance has an great supporting effect on standardizing the productsand motivating the insurer,and gives policy supporting advice on legislation,government intervention and international cooperation.Finally,aimed to oil spill risk in the sansha sea area,the dissertation combines the assess result with the policy advice,analys the key pricing factors and designs the main clause for the vessel oil spill insurance and RIG oil spill insurance.
