With the extension of human activities, the marine economy is developing rapidly, which triggers a series of ocean pollutions. Ocean oil spill which is called the super killer of marine ecosystem, is the main factor of ocean pollution and ecological damage. Therefore, it is necessary to seek out a economics solution to solve the ocean oil spill pollution problem. Based on the prospect of ocean environmental liability insurance, Based on the prospect of environmental liability insurance, this paper propose a new thinking for solving the precaution and aftermath compensation of the ocean oil spill pollution.Firstly, this paper expounds the connotation of environmental liability insurance and discusses the environmental economic policies, such as subsidies, environmental taxes, comparatively, analysis the advantage of environmental liability insurance in solving the negative externality of environmental issues; Secondly, started with the theory of pollution damage assessment, this paper researches the latest progress and technical methods; Thirdly, in view of the present ocean pollution, combined with the theory of pollution damage evaluation, evaluation content,evaluation method, this paper constructs the evaluation system indexes of ocean oil spill damage; Then, after the combination of economics loss evaluation and its insurability, this paper attempts to define the environmental liability insurance scope of ocean oil spill pollution; Finally, this paper makes a detailed illustration of Dalian port "7.16" oil spill event, using the above index system and insurance scope definition.We can conclude that the environmental liability insurance has a certain advantage of solving the problems of pollution, however, it is necessary to stimulate the active supervision of insurance companies to reduce the morality hazard in insurance market. In addition, the economic compensation can alleviate the social and ecology loss. Nonetheless, in the practical application, the amount of compensation is far less than the actual loss. So, there is other means to settle down such issues in need. To speed up the normative development of insurance market and higher effectiveness of solution to marine pollution, this paper puts forward some viable suggestion on economic and administrative.
