| Most Resource-based cities in our country which depended on a sound resource-based industrial system rose in the planned economy era,has made important contributions for the national industrialization and urbanization process.Due to the long-term high strength and unreasonable exploitation,the resource of these cities gradually exhausted and resource-based industries began to decline.And the cities is facing the problems of "ore dried city declines",imbalance of industrial structure,the deterioration of ecological environment and the increase of laid-off worker.Furthermore,the living standards of residents decline and the social contradiction emerge.Nowadays,with the deepen of the idea of ecological civilization,the implementation of ecological transition and ecological government,the solution of the problem of the development of resource exhausted cities and the building of an ecological city with harmonious development of society,economy and nature,have become the only way for China’s resource exhausted cities to carry out the development transformation.Jiawang District as a typical resource-exhausted city in Xuzhou,is gradually showing the crisis on economic,ecological and the difficulty in employment with the exhaustion of coal resources.Faced with this dilemma,Jiawang District began to explore the road of transformation and development as early as the 10 th five-year plan.But the one-sided pursuit of economic growth and the ignorance of the regional ecological carrying capacity contribute to some problems,such as heavy industry structure,deterioration of ecological environment and the low public service ability.In this way,Jiawang District early transition is still in the unsustainable development during its early transition.In recent years,by the development of the tourism industry,the government changes its functions,modifies the industrial structure,develops alternative industries,and repairs the ecological environment and infrastructure,which has made great progress on economy and society.However,the deeply rooted resource-based industrial of the development model still has a great compact on the development of transformation of Jiawang District.Some problems,such as How to overcome the constraints of natural resources and play the supportive policy effect,how solve various problems left over by history and get rid of the urban development bottleneck and then realize the benign sustainable economic and social development,will be the important research topics in the current and future of Jiawang District.This article summarizes the concept and transformation theory of resources city and analyses and studies the effect of measures and transformation of the ecological transition period in Jiawang District.By compared and analyzed the changes of the index data before and after the ecological transformation reveals the problems and deficiencies in the institutional mechanism,industrial policy,environmental protection and social public in Jiawang District.In view of this,by studying and referencing the ecological transformation’s successful experience of resource-based cities at home and abroad,this article tries to put forward the countermeasures and suggestions of ecological transformation and development of Jiawang district from four aspects on government function,economic development,ecological environment and social livelihood.In this way,this article tries to establish an ecological management system,changes the development mode of economic,restores the damaged ecological environment and seeks the road to sustainable development for reference and gist. |
