Study On The Transformation And Development Of Resource-Exhausted Areas In Shiguai District Of Baotou City

In recent years,some resource-based cities in China have exhausted their resources because of the excessive exploitation,and many problems have directly restricted the sustainable development of local and even national economy and society.Therefore,the sustainable development of resource-exhausted cities is not only an urgent task to implement the "Five Development Concepts" and achieve the new normal of economy,but also an important guarantee for building a moderately prosperous society in all respects.As a typical area with exhausted coal resources area,Shiguai District was listed in the third batch of national cities with exhausted resource cities in 2011,and have to embark on the path of difficult transformation and development after the resources are exhausted.This dissertation using the resource life cycle theory,sustainable development and path dependence theory,and also adopts the literature research methods,field research methods and case analysis methods to introduce the current development status of Shiguai District.The problems exist in the industrial structure,social livelihood,financial revenue and expenditure,shantytown governance,ecological environment and development land of Shiguai District are taken as the entry point and deeply analyzed.Meanwhile,this paper also summarizes the experience and practice of resource-exhausted cities in home and abroad in the process of transformation and development.On this basis,some targeted suggestions for the transformation and development of Shiguai District like transform and upgrade traditional industries,foster and expand continuous alternative industries,focus on the developing circular economy,and do everything possible to expand employment,promoting the education,health and other social undertakings,strengthen the public safety management,increasing the mine environmental remediation efforts,continuing to promote the environmental pollution remediation,and comprehensively deepening the energy conservation and emission reduction,increasing the funding and policy support in resource-exhausted areas,deepen institutional reforms,accelerate the transformation of government functions,strengthen the learning and training of cadre team building,strengthen regional cooperation were put forward from the four aspects of industrial development,improvement of people’s livelihood,environmental protection,and Institutional mechanisms.Hoping to provide some useful advice for the economic transformation of Shiguai District in Baotou City and other similar resource-exhausted areas.
