Study On The Impact Of Import Tariff On Total Factor Productivity Of Manufacture In Jilin Province

This paper intends to test the impacts of import tariffs on total factor productivities of Jilin Province's manufactures mainly.Firstly,the paper analyzes the mechanism of the import tariffs affecting the total factor productivities.After calculating the total factor productivities using the data related to the manufactures of Jilin Province from 2011 to 2015,the paper tests the impacts of import tariffs on total factor productivities of Jilin Province's manufactures.The results show that the total factor productivities of most of Jilin Province's manufacture are high and rising,but the growth of the manufactures is still forced by the investment;intermediate inputs are main imports for the manufactures of Jilin Province,and the import tariffs of many intermediate inputs are declining,while the import tariffs of the final consumption goods are rising.It is significant for the impacts of both the import tariffs of intermediate inputs and the final consumption goods on the total factor productivities of Jilin Province's manufactures.Meanwhile,the impacts of the intermediate inputs are greater than that of the final consumption goodsThis paper is divided into the following five parts:The first part is the introduction,which mainly introduces the background and significance of the paper,summarizes the relevant literatures systematically on the impacts of import tariffs on total factor productivities,and then introduces the research outline which is composed of research route,contents and methods.The second part analyzes the mechanisms of the import tariffs affecting the total factor productivities deeply basing on exploring the related literatures,which including quantal effects,variety effects,competitive effects and the import tariffs affecting the total factor productivities.The third part is to calculate the total factor productivities of Jilin Province's manufactures.Firstly,the paper sets up a Cobb-Douglas Product Function including the intermediate inputs refer to the current literatures;then test the function with the data of Jilin Province's manufactures.Basing on that,the paper computes the total factor productivities applying Solow residual approach.The fourth part is to test the impacts of the import tariffs of intermediate inputs and final consumption goods on total factor productivities of Jilin Province's manufactures through setting up a model which reflects the relationship between import tariffs on total factor productivities of manufactures.The data of import tariffs used during the tests are computed using the data of the province's import value of main goods and their average tariffs with HS encoding in China's tariffs database of WTO internet.The last part is the conclusion and the policy suggestion,mainly including two contents composed of basic conclusion and the policy suggestions.
