The Off-farm Workers Returned Home To Start Businesses Promote The Development Of Rural Economy

Problems about Agriculture,Rural areas and Peasantry in China have always been highly concerned about by the party and the government.The off-farm workers return home to start new businesses can not only increase personal income,improve living conditions living standard,achieve personal values but also promote the pace of agricultural modernization,urbanization and complete the building of a moderately prosperous society complete the well-off society in an all-around way.It is also a good way to respond positively and seriously in the practice of "public entrepreneurship and innovation".Huantai County is one of the most famous counties in Shandong Province and even in the whole China for it has the earliest and largest number of off-farm workers and achieve great success in the off-farm workers return home to start their business.The workers take construction and chemical industry as the characteristic industry and drive the development of related industry.Issues about off-farm workers in Huantai County returning home to promote the development of local economic is worthy of research.In this study,a number of typical enterprises created by off-farm workers in Huantai county were selected as the research object,and the role of off-farm workers returning back home to start their business in rural economic development was discussed.This paper is based on innovation driven theory and knowledge spillover theory,and combs the relevant research results as the research basis.First of all,from the nearly 300 enterprises in Huantai County,43 enterprises,founded by off-farm workers returning home,are selected to carry out cluster analysis to study the industry situation of the enterprise,and to analyze the current situation,characteristics and existing problems of the enterprise.According to the characteristics of every industry in Huantai County based on cluster analysis,eight economic indicators in recent 13 years were selected as evaluation criteria,and regression analysis was conducted for all factors that affected the economic development of Huantai county,verifying the role of off-farm workers returning home to promote the development of local economy.Secondly,with the case study of Wanxin group,a typical enterprise founded by off-farm worker returning home,this paper deeply analyzes the path and successful experience of returning home to start a business.Finally,this paper analyzes the current policies about returning off-farm workers to entrepreneurship,and puts forward some suggestions for improving the entrepreneurial enthusiasm of off-farm workers in the future.The main conclusions of this study are listed as follows: the return of off-farm workers to rural entrepreneurship has a positive effect on economic development.According to the law of off-farm workers returning home,they can be divided into different types.At the same time,the return of off-farm workers to starting a business can lead to the entrepreneurial activities of the people around,and have some kinds of pull effect.
