Research On Government Management Of Local Grain Circulation

"Agriculture is the foundation of the state,food is the priority of politics".Grain security is the foundation of national security,playing an important role in maintaining social stability.It is closely related with social harmony,political stability and sustained economic development.However,the current grain market has many problems at home.The main contradiction in China's grain field has changed from total contradiction to the structural contradiction,such as inventory,sale problem,shortage of high-quality provisionment,Transformation lag of deep processing,security of grain circulation.In this stage,the government should carry out their responsibility to improve the supervision of grain circulation and ensure the grain security.In the analysis and study,this paper use the the principle of relationship between government and market,as well as Externality and its elimination theory.Combining theoretical knowledge with practical experience,and taking city L for example,as the main grain producing areas in the province,the local governments in city L have accumulated rich experience in grain circulation management recent years through the implementation of the reform of the grain circulation system,strengthening the construction of grain administrative law enforcement team and the development of grain industry and other works,it is representativeness and guidance of the discussing the role of L's government in the field of grain circulation.The theory and suggestion obtained have the very strong reference value to other cities.This paper briefly expounds the experience of foreign countries,the present situation of domestic research and the related theoretical concepts.On this basis,it analyzes the development process of the grain circulation management in our country,and summarizes the way in which the government implements management in the field of grain circulation,including the macro-control,administrative law enforcement,industry guidance,information statistics,quality control,livelihood services,communication and coordination,and the supervisory functions of state-owned capital.This article takes city L as the research object,introduces the practice of grain circulation management in detail,summarizes the experience of "five musts" and hopes to give some enlightenment to other cities in grain circulation management.Although some achievements have been made in the management of grain circulation in city L,there are still some problems such as instability of the grain administration system,inadequate supervision basis and slow development of grain industrialization.This paper analyzes the causes of these problems and puts forward suggestion of improving the government's role in grain circulation management,which has both theoretical and practical significance for the protection of grain security.
