With the continuous deepening of rural reform China full implementation of the strategy,pay more attention to the quality of agricultural production effect,human resources of science and technology has become the key factors of agricultural production capacity.The area of rural human resources in addition to science and technology to provide support,can also promote the continuous development of agricultural science and technology,its technical level and development degree will be greatly determine the level of sustainable development of agricultural economy.The improvement of rural human resources in science and technology development efforts,in addition to promote agriculture from the "traditional,extensive" to "modern,intensive support pattern,is an important prerequisite for agricultural industrialization,and promote The key conditions for agricultural modernization and sustainable development.In Heilongjiang Province,Harbin is the largest city,it has many problems in rural human resource development,including the structure of talents is not balanced,the supply is not sufficient,the low degree of education,which is now the promotion of agricultural technology,scientific research,and there are a lot of practical talent gap.Therefore,the adjustment and optimization of rural development mode science and technology human resources in Harbin area is very necessary,the implementation of diversified mode of education,improve the scientific and technological human resources practice level,increase government support,promote rural science and technology human resource has been rapid development,which requires the construction of a scientific mechanism for human resource development more systematic.This paper on the rural human resources of science and technology in Harbin structure is analyzed and combed.To further explore the training subject,content,and cost and other aspects of the actual situation and shortcomings,gives a series of countermeasures to practice to optimize the rural science and technology human resources management level,including improving the policy support attention,training system,vigorously introduce absorption,training activities,pay attention to the construction of learning talents.Based on the actual situation of rural human resources in science and technology in the region and the countermeasures are well studied,we can better understand the agricultural production personnel's cultural quality,moral quality,as well as the important role of the science and technology level for the "three rural" development,grasp their key role in promoting the agricultural industrialization and modernization process.And,to to provide a reference to other regions and provinces have the same type,help them on their own human resources of science and technology has more scientific understanding,so as to continuously improve their level of human resources development.
