Research On The Transformation Efficiency Of Science And Technology Innovation Resources In Harbin And Its Role In Driving The City Economy

Building an "innovation-oriented country" is the primary strategic goal of China.As the capital city of heilongjiang province,Harbin faces both opportunities and challenges.If Harbin wants to develop rapidly and sustainably in this innovative environment,it must be clear about its own innovation resources and develop its own advantages,at the same time,improve the transformation efficiency of innovation resources and strengthen the ability of innovation resources to pull the city economy.This article takes Harbin city as the research object,in finding relevant data of Harbin city science and technology innovation resources on the basis of combing,using DEA model,entropy value method,comprehensive development level evaluation model of city innovation ability,and innovative contribution model depends on the unit to the Harbin and Harbin city innovation,universities,research institutes,enterprises)of the transformation of scientific and technological innovation resources efficiency,innovation ability and the innovation of science and technology resources in Harbin pull function on the economic strength calculation analysis.The results are as follows:(1)the scientific and technological innovation resources of Harbin are divided into six categories: human resource,financial resource,innovation carrier,scientific research,talent training and social output.According to the comparison and analysis of the average data of national science and technology innovation resource index,the advantages of innovation resources in Harbin are mainly human resources,while the disadvantages are financial resources.From 2009 to 2017,human resources and innovation carriers showed a trend of gradual increase,financial resources and social output showed a trend of gradual decline in the early stage of accelerated growth,and scientific research and talent training showed a trend of wave growth.(2)from 2009 to 2017,the transformation efficiency of science and technology innovation resources from the perspective of Harbin city as a whole,the transformation efficiency of science and technology innovation resources in Harbin city is high,and the innovation resources achieve effective transformation.From the point of view of the supporting institutions,the scientific and technological innovation resources of universities and research institutes all have a year's invalid transformation,which is at a high level of innovation resources transformation efficiency.The transformation efficiency of enterprises' science and technology innovation resources has been invalid for two years,and the efficiency of innovation transformation still needs to be improved.(3)the overall evolution of Harbin's innovation ability is shown as three stages: slow growth,decline and accelerated growth.The six categories of scientific and technological innovation resources varied from 2009 to 2017,with human resources,innovation carriers and the ability to contribute to scientific research showing a trend of enhancement,financial resources and the ability to contribute to social output showing a trend of weakening,and the ability to contribute to talent training showing a band change.(4)from 2009 to 2017,the pulling effect of scientific and technological innovation resources on the economy of Harbin city is shown as four stages: slow decline,enhancement,decline and further enhancement.The innovation ability and economic pull model of Harbin city shows a trend of transformation from low city innovation ability-low city economy pull model to low city innovation ability-high city economy pull model and then to high city innovation ability-high economy pull model.To strengthen the human resources of Harbin city innovation investment,enhance financial resources to support innovation activities,improve the ability of social production,attaches great importance to the enterprise innovation resources efficiency,increase of colleges and universities,scientific research institution innovation investment,enhance the city innovation ability is to improve the efficiency of transformation of scientific and technological innovation resources in Harbin,enhance scientific and technological innovation resources of the important measures for urban economic leading role.
