| As a traditional agricultural country,the problem of agriculture,countryside and farmers has always been an important development problem in china.With the intensification of social transformation,the city,the accelerated process of industrialization,the old agriculture evolved into a new problem: the goal of agricultural development from food security to improve production efficiency,solve the problem of food and clothing from the initial to the present agricultural supply side reforms,to meet the needs of different levels;from rural to city,from food and clothing to well-off that is no longer limited to the material demand and spiritual and cultural needs;standardize the rural from "dirty,disorderly and poor" to the "new countryside" construction,but also facing the contradiction between hollow,aging.Therefore,the problems of agriculture,rural areas and farmers faced in the new period are complex and must be handled carefully and treated differently.At the beginning of 2013,the central document for the first time put forward the construction of "beautiful countryside" goal,this is not just the upgrading of new rural construction,it is central in the calm analysis of problems in the new period under the premise of agriculture,hope to find a solution path and method of new rural problems.After this goal is clear,the southern villages,represented by Zhejiang and Anji,have been actively explored,forming ten patterns of beautiful rural construction with distinctive features.Xiao Zhujia village is located in Mudanjiang city of Heilongjiang Province,belonging to the Ning’an City,a total of 130 households,450 people,live in Manchu,Hui,Korean and other minority villagers.Xiao Zhujia village belongs to the typical rural area of Northeast China,with less people and more developed agriculture.Relying on the superior geographical position and ecological environment,the village has a more developed rural tourism.Since 2013,carry out the construction of the beautiful countryside,the village to actively explore the construction of the beautifulcountryside characteristics.Taking the village as an example,it is the main purpose of this paper to seek common problems and personality problems in the construction of beautiful countryside in typical rural areas of Northeast China and further promote the construction of beautiful rural areas in Northeast china.This paper uses literature research method,comparative analysis method,questionnaire method and interview method,through the construction of the beautiful countryside construction evaluation index,comprehensive analysis and evaluation on the small Zhu Village beautiful countryside construction situation,problems and causes of construction,and then puts forward the model optimization scheme has guiding significance for the promotion.Xiao Zhujia village rural construction management,provide guidance from rural ecological development to the construction of new urbanization.The main conclusions of this paper are as following1、As a typical rural representative in Northeast China,Xiao Zhujia village has common problems and personality problems in the construction of beautiful countryside.The common problems lie in such aspects as low level of construction,low level of financial investment,lack of regional features and so on.Personality problems are reflected in the obvious difference of villagers’ satisfaction with different indexes.2、the construction of the beautiful village in the village should follow the government led organic renewal model.This model is not only in line with the characteristics of strong government management in Northeast China,but also conducive to the implementation and promotion of the policy.Play a strong role of government,the local government should improve the market construction and management ability of the village industry development "from the point and face,a comprehensive and systematic planning,positioning,development and integration in the industry give more policy and financial support,improve the market economic activity in Northeast China,provide dynamic mechanism for the construction of the beautiful countryside.3、The beautiful countryside construction should pay attention to "hardware and software" combination.Only focus on rural environmental transformation,infrastructure and service facilities,such as hardware configuration,but a low level of beautiful rural construction,not enough to provide endogenous power,to achieveorganic update.We should pay attention to the perfection of the management mechanism,policies and institutions,and ideological construction,so as to improve the overall level of the construction of beautiful rural areas in Northeast china.4、The current level of construction remains at the material level,in the "rely on to" stage.If we want to break through this stage,we must dig the connotation of local traditional culture,minority nationality culture,farming culture and so on,and use modern information technology to realize the upgrading and construction of beautiful rural construction.5、The beautiful countryside construction should establish democratic management and participation mechanism.Should change the original unilateral policy,to convey ideas,so that the villagers participate in the village governance,exert the subjective initiative of the villagers,the village developed more in line with the actual construction of the policy. |
