Research On The Construction Of Beautiful Countryside In Chenggong District From The Perspective Of Multi-center Governance

Beautiful countryside is the product of building a new socialist countryside based on Ecological Civilization,is the practice of building a new socialist countryside.Building a beautiful countryside around the requirements of “Scientific planning and perfect layout?Neat countryside and Beautiful environment?Entrepreneurial income and Rich life ? Civilized country style and Healthy mind and body”,continuously improve the level of Rural Human Settlements,adhere to sustainable development strategy,has become an objective requirement for further deepening the construction of new socialist countryside and further accelerate the process of urban and rural integration.The beautiful countryside construction is an important decision made by the Yunnan provincial Party committee and the provincial government in the new situation of actively changing the functions and responsibilities,building a service-oriented government,and constantly improving the service level,is a major measure to coordinate and promote new urbanization,urban-rural integration and ecological civilization construction,is also the main carrier of the new socialist countryside construction.This paper studies the construction of beautiful countryside in Chenggong District of Kunming from the perspective of polycentric governance,makes a systematic analysis of the goal,content,theory and practice of the construction of the beautiful countryside,Puts forward some countermeasures and suggestions.Firstly,Using literature research method,on the basis of domestic and foreign literature research,defined the concept of new socialist countryside and beautiful countryside,elaborated theory of polycentric governance?service oriented government?sustainable development?ecological economy?urban and rural integration;Secondly,Analyze specific cases by Selecting Yunnan beautiful countryside key demonstration village——Wan Xi Chong community,field investigation method,pay a visit to grass-roots unit on-the-spot investigation,Carding a large number of basic situation,project construction schedule,experience and stage effect of the Wan Xi Chong community beautiful countryside construction,find out the existing problems in the construction,and analyze the cause of the problem deeply;Thirdly,utilize the method of comparative analysis,comparative analysis the typical experience model of countryside construction at home and abroad,Summed up the common experienceand features for learning and reference,guidance the concrete practice of the beautiful countryside construction in Chenggong district;finally,proposed a series of concrete measures about the beautiful countryside construction in Chenggong district from the perspective of polycentric governance,Fully mobilize and exert the advantages and functions of polycentric governance subject,such as government,enterprise,society,villager,etc.It must promote level of public governance,design village planning scientifically and unified,improve rural living environment realistically,develop advantageous characteristic industry of intensive mode,construct rural ecological civilization sustainably.It also must proposed the guarantee mechanism of overall planning,diversified invested capital,Long-acting management and maintenance,innovative public opinion propaganda,establishing supervision and examination,in order to guarantee the long-term development of the beautiful rural construction in Chenggong district.
