The implementation of a major policy of precision poverty alleviation and poverty alleviation is a historical mission and time requirement for China to implement the “13th Five-Year Plan” and achieve the goals of all impoverished counties withdrawing from the cap and building a well-off society in an all-round way by 2020.The existing 10 or so contiguous destitute areas in China are basically located in regions where the “congenital” ecological environment is fragile and “eclosion-prone” ecological damage is more serious.Therefore,it belongs to the national important ecological construction and ecological protection area and bears the national ecology.The responsibility for protection has limited the development and utilization of regional land resources,making ecological environment construction and the two major tasks of poverty alleviation overlap.Therefore,it is necessary to take into account the dual goals of poverty reduction and the construction of the ecological environment,and to explore a win-win road that meets the needs of poverty-stricken mountain areas in terms of ecology and poverty alleviation.Ecological poverty alleviation is an important part of China’s precision poverty alleviation strategy.“A group of ecological compensation for poverty alleviation” is one of the basic contents of the “five batches” project in which the country implements poverty alleviation.Cultivated land is a very important ecological system on land.Implementing ecological compensation for cultivated land has become an important part of research on ecological poverty alleviation.On one hand,ecological compensation for cultivated land can support or boost poverty alleviation and development.On the other hand,poverty alleviation and development policies also provide practical benefits for ecological compensation of cultivated land.opportunity.It is of great significance to carry out the new direction and new poverty alleviation model for the research and practice of arable land ecological poverty alleviation,and to promote and improve the construction of ecological compensation systems for cultivated land,precision poverty alleviation and the protection of cultivated land.Based on the weakness of the research on the ecological compensation of cultivated land in ecological poverty alleviation and the importance and urgency of carrying out ecological compensation for cultivated land,this paper systematically summarizes the theory of ecological compensation for cultivated land and the policy guidelines for ecological poverty alleviation,and combines qualitative analysis with quantitative research.Based on the analysis of natural environmental conditions,socio-economic conditions,poverty alleviation,development of arable land,and other conditions of Dali Prefecture,the method of equivalent factor was selected as the basic method for arable land ecological compensation,and 12 counties(cities)of Dali Prefecture were measured and analyzed.)The value of cultivated land ecological compensation,discusses the application of cultivated land ecological compensation measurement results in poverty alleviation in 12 counties(cities)in Dali Prefecture,and studies and puts forward measures and measures to improve the ecological compensation for arable land to help poverty alleviation and development.Even Yunnan Province and similar regions in the country provide basic support and useful lessons for poverty alleviation,development and ecological protection of cultivated land.The main findings are as follows:1.Applying the "equivalent factor method" to estimate the ecological compensation of cultivated land in 12 counties(cities)of Dali Prefecture:(1)The average amount of ecological compensation for cultivated land in 12 counties(cities)of Dali Prefecture is 7067.12 RMB/hm2,and the highest in the state is Er Yuan County is 12,763.19 RMB/hm2,and the least is Yang Bi County,3703.73 RMB/hm2.(2)The total ecological compensation for cultivated land in Dali Prefecture is 2.710710200 RMB,which is equivalent to 2.8% of Dali Prefecture’s 2016 GDP(972,196,000 RMB).The largest in the state is Er Yuan County,with a total of 493.1088 million RMB;the smallest is Yang Bi County with 71.9644 million RMB.(3)Dali Prefecture has implemented an ecological compensation strategy for cultivated land and the total number of peasants out of poverty has reached 850,330.The total number of poverty-stricken people established in Dali Prefecture after dynamic adjustment in early September 2017 is 195,597.The ecological compensation for cultivated land in counties(cities)can be lifted out of poverty.The difference between poverty counties and counties(cities)is positive.Therefore,the ecological compensation value of cultivated land in Dali can completely solve the problem of poverty alleviation of the existing poor.2.The results of the calculation of cultivated land ecological compensation can be applied in the development of poverty alleviation in Dali Prefecture.The main modes are:(1)Ecological poverty alleviation model,that is,transfer of cultivated land ecological compensation funds to poor households.Taking into consideration the ecological pressure of arable land,financial pressure and poverty alleviation pressure in Dali Prefecture,it is recommended that at least 55,952 poor households in Dali State should have an average of 3,200 RMB per household(average national poverty line in 2017-2020).Based on this calculation,the total amount of cultivated land ecological compensation in Dali Prefecture will need to be compensated to 55,952 households with poverty amounting to 358,092,800 RMB,accounting for 13.16% of the total agricultural land ecological compensation in Dali Prefecture.(2)The eco-economic poverty alleviation model is to use ecological compensation funds for arable land to develop ecologically distinctive industries.That is to say,the remaining 86.84% of the amount of ecological compensation for cultivated land can be integrated for the establishment of agricultural enterprises or production cooperatives,and the development of ecologically distinctive industries in the region.3.From the current perspective,the main problems in the study and practice of cultivated land ecological compensation are:(1)the ecological compensation system for arable land is not yet perfect;(2)the specific policy basis for arable land ecological poverty alleviation;(3)ecological destruction of cultivated land in poverty-stricken areas serious.In the future,it is necessary to further improve the countermeasures and measures for the improvement of cultivated land ecological compensation and poverty alleviation and development in four aspects:(1)Establish and improve the ecological compensation mechanism for cultivated land;(2)Strengthen the restoration of cultivated land ecological protection in poverty-stricken areas;(3)Innovate ecological construction(4)Accelerate the development of the ecological compensation system for cultivated land and the research on the legislation of ecological poverty alleviation for cultivated land.
