The Township Government's Research On The Function Of Rural Economic Development

During the reform and development of China,governments at town level are structured as the most basic units of our governmental system.This institution shoulders essentially historical missions and responsibilities as well as having an enormous significance in implementing policies and propelling reforms.Since the reform and opening-up policy has been carried out,rural areas in China have achieved a landmark growth: as the economic gains of peasants has constantly increased,their living standards have also been boosted.Undeniably,however,there are also unignorable problems accompany with the rapid development.For instance,the industrialization of agriculture is still insufficient;ecosystem in rural areas get altered significantly;and also,a falling tendency can be observed in farmers’ incomes.We are currently in a decisive period for entering into a moderately prosperous society.Therefore,the construction of socialist countryside has became a core task in our social and economic developments.Compared with other governmental branches,town governments have much closer connections with the public and their interests.As a consequence,we must pay a great attention to analyzing functions and obligations of town governments.By exploring the functions of town-level governments,especially focus on the governing ability of the government in Liushun town,Simao district,Puer city,this article points out both objective and subjective problems of that government as well as giving relevant suggestions.In a conclusion,governments at town level must play an active role to protect peasants’ interests and provide high-quality services to them when performing its function.The whole essay covers five chapters.The first chapter reviews the fundamental concept of the governmental function at the township level.Analysis of these functions has also been made later in this chapter based on relevant academic theories.The second chapter introduces the economic function of township government by detailing its content,status quo and characteristics.The brief introduction of the governmental function in the first two chapters enables the further discussion in the latter half of the essay.The third chapter focuses on the case study of Liushun Township.Based on the locally collected first and second-hand materials,this chapter explains the role Liushun government played in enhancing local economic growth.The fourth and fifth chapters are the emphases of this essay,in which several improper practices Liushun government has taken to promote local economy have been critically identified and reviewed.At the end of the essay,suggestions are also being put forward to optimise governmental economic function at the township level.
