Study Of The Functions Of Government In The Protection Of Ancient Villages And Towns

With profound historical meaning and cultural connotation, historical villages and towns lively reflect the origin and development of Chinese civilization of five thousand years, which is an integral part in the composition of our ancient civilization. Widely distributed with a great number, many historical and cultural towns are known as "the cradle of folk art" or "gem of oriental inhabited culture". With rapid economic development and prosperous tourism, the ancient appearance has also changed. Especially those tourism resources with historical value, artistic value, cultural value and scientific value are gradually damaged or even disappear, which has to draw our attention.Historical villages and towns belong to a special kind of public resource with multiple values. There are complex and diverse stakeholders in the protection. Government holds public power, which can supply historical towns and villages with political resource. Firstly, through analyzing the meaning and characteristic of historical villages and towns, this paper affirms that historical village and towns belong to a kind of quasi-public goods. Secondly, on the basis of analyzing property right of historical villages and towns, this paper defines the main protectors and discusses the interaction of stakeholders in the protection process. Thirdly, with the use of New Public Service Theory, according to the ideas of service, community, rule of law, responsibility and interactive, the paper re-analyzes the government function in the protection and try to build a service government. Finally, demonstrates the effective implementation and proposes appropriate measures. Hoped that the research results can be effective for the government to protect historical villages and towns reasonably, develop tourism resources and promote local economic development.
