Study On The Function Of Villages (Towns) Government During The Construction Of New Countryside

It is the major historic task of constructing new countryside which is set at the Fifth Session of the Sixteenth Central Committee of the Party, and it is the fundamental way of changing backwardness in rural areas, and it is the fundamental way of changing backwardness in rural areas, and it is the major strategic plan of promoting the comprehensive development of rural society, and it is the necessary requirement of building well-off society, and it is the major measure of implementing the scientific concept of development, and it is the crucial point of building harmonious society. Nowadays, with the progress of the new countryside construction all over the country, many rural areas have had earth-shaking changes, but comparing with the requirements of the Central Committee of Chinese Communist Party's, the current situation of the rural areas still lags fairly far behind, and it needs improving. The key of new countryside is that the government should play better function, especially the villages (towns) government. And the villages (towns) government, as the end of the national administrative system, plays an irreplaceable role in promoting and leading new rural construction, because of it contacts with farmers closely..Only the villages (towns) government play function effectively, can the process of building a new socialist countryside make smoothly and successfully.From the perspective of the administration, this paper is took Dahei Village of Shenyang City for example and divided into four parts. The first part is an introduction including the background of topics,the significance of research and the status of research. The second part is the theoretical of this paper including the basic content of the new rural construction,the basic meaning of the Public Service Government and the related theory of the villages(towns) government. The third part is the empirical study of Dahei Village of Shenyang City, described the status of the new rural construction in Dahei village and the problems of offside,dislocation and absence in the process of Dahei Village government functioning, and analyzed the reasons of impacting its functions effectively. The fourth part is an important part of this paper, from theory to reality, proposed the ideas and measures of promoting the function of Dahei village government effectively in the process of building new countryside.This paper has two Innovations. First, the paper is in the large background of Building a new socialist countryside, so it has the characteristics of the times. Second, the paper is took Dahei village of Shenyang city for example, Analysis Dahei village government playing functions in the new rural construction. Compared with general theory study on function of village (towns) government in the new rural construction from the macro level currently, the paper has practical and guide significance. Compared to rural areas in Shenyang City, the comprehensive development level of Dahei village is intermediate state. So Dahei village government has universal representation and it makes a certain reference for rural of general development in Shenyang city. From this point the paper is highlighted the practical value of this article.
