Research On Govemment Support Policy In Service Outsourcing Industry

In recent years,China's growing concern about the development of the service industry,and service outsourcing to become a new industry in China,China's social and economic development to develop new directions,as industrial upgrading of the "green engine" and "booster".As China's "factory of the world",the development of economy has been constrained by the relative shortage of environmental pollution and energy resources.The extensive development mode can not meet the current progress of productive forces,and the higher level of specialized division is imperative.In comparison,service outsourcing industry belongs to technology,human capital intensive industry,with high value-added,low energy consumption,less pollution and other characteristics,to promote China's structural adjustment,industrial upgrading,expanding employment,modern service industry development and foreign trade growth has a positive effect.At present,China's service outsourcing system,the implementation of the model,aspects of control and other aspects of the study is not enough.Although the years of exploration and efforts,China's service outsourcing industry started late,the low level of development of the status quo has not been effectively improved.In May 2016,Zhengzhou City was included in the second batch of national service outsourcing model city,and each year the country will come up with special funds for the development of service outsourcing industry.However,Zhengzhou City,as the central capital city,economic radiation and influence is weak,and the development of service outsourcing is still a lot of bottlenecks and obstacles.This paper takes Zhengzhou City as an example to understand the current situation of service outsourcing industry in Zhengzhou through data collection,field investigation and expert discussion.Through the construction of SWOT model,this paper analyzes the advantages,disadvantages,opportunities and challenges of Zhengzhou's service outsourcing industry,Combined with the construction of Zhengzhou City,the location of the city center,Zhengzhou City,the next few years to promote the development of service outsourcing support policies.This paper not only provides the scientific basis for the transformation and upgrading of Zhengzhou City,the construction of free trade pilot area,the promotion of the national central city,but also provides effective reference for the innovation of the subject and other urban development service outsourcing industry.
