Research On The Development Of International Service Outsourcing Industry Promoted By The Local Government Of Jilin Province From The Perspective Of Government Support

Since the new century,with the booming development of information technology,the process of economic globalization has been accelerated.Under this background,the international service outsourcing industry has entered a new stage of great development and prosperity.The unique advantages and strong capabilities of the industry chain connection technology,manufacturing,service,market and other aspects make it a new impetus to promote the integrated development of the first,second and third industries and propel the global industrial chain re-layout.Therefore,governments around the world have regarded the international service outsourcing industry as the main means to enhance their competitiveness and the best modes to optimize allocation of global resources,and actively encourage domestic enterprises to participate in it and strive for a dominant position.From the perspective of China's economic and social development trend,with the deepening putting forward of supply-side structural reform and the accelerated popularization and application of next-generation information technologies such as big data,Internet of Things,cloud computing,and mobile internet,as well as the gradual implementation of the “Internet+”,“Made in China 2015”,“One Belt,One Road” strategies,all kinds of resource elements continue to gather to the field of modern service industry under the strong promotion of two-wheel drive model of the “policy system promotion” and “demonstration city-driven” from the central and local governments,which has created a more favorable atmosphere for the development of China's service outsourcing industry as well as new opportunities for local governments to promote the development of international service outsourcing industry.Now,China has become the world's second largest international service outsourcing country only inferior India.With the maturity and growth of China's international service outsourcing industry,new and higher requirements have been put forward for all levels government department.It is urgent to establish and perfect a precise,long-term and systematic government policy support system based on the strategic high level,which has become point and grasp of the economically underdeveloped province like Jilin Province,leveraging the international service outsourcing industry to achieve the leap-forward development and sustainable development.Compared with the advanced areas of domestic service outsourcing,Jilin Province starting late in the development of the industry,the slow growth rate,the lacking experience,the weak government's power and the insufficient policy support,but Jilin province basically has the advantages to develop the international service outsourcing industry considering all kinds of elements,which can be seen from the great trend of the gradual growth of the international service outsourcing industry in Jilin Province in recent years.The local government of Jilin Province should make full use of the new round of the revitalization strategy of the old industrial bases in Northeast China to promote the structural reform of the “supply side” and integrate the construction of the “Belt and Road” as well as the transfer of the international service outsourcing industry to the second and third tier cities,and vigorously develop an international service outsourcing industry that integrates green,environmental protection,energy conservation and wisdom on the basis of national and major national policies such as strategy and “service outsourcing +” development model,so that it will become the new way and grasp for the local government of Jilin Province to achieve the strategic goal of “maintaining a medium-high growth in the economy and achieving substantial progress in structural adjustment”.There is no doubt that in order to achieve this strategic goal and make the development of Jilin come true,the local government of Jilin Province must live up to a precision,long-term and systematization of policy support in promoting the development of international service outsourcing industry.In fact,from the perspective of the concept identification and development of the international service outsourcing industry as well as the theoretical interpretation of the development of the international service outsourcing industry based on the government supporting policies,the international service outsourcing industry can't live without the policy support and policy guarantees of government departments from start to growth,from weak to strong and from catching up to crossing.Specifically,government departments should play the role of the direction leader,the system supplier,the environmental builder,and the service supervisor in promoting the development of the international service outsourcing industry and strive to play their supposed functions and unique effects.Based on this to survey,and based on various research results and reference to A.T Kearney's Global Service Outsourcing Destination Index(GSLI)– financial attractiveness,human resources and skills,and business environment,there three elements are regarded as the comprehensive measure of the gap in policy support between local governments in Jilin Province and mature global service outsourcing destinations.It can be seen that the local government of Jilin Province has three major problems in terms of policy support for the development of international service outsourcing industry: lack of financial attractiveness,weak human resources and skills,and poor overall business environment.The reason is that in the policy support of the development of the industry the local government of Jilin Province is deeply affected by the backward thinking,the poor political ecology,the lack of industrial policies and the insufficient information services,which has caused its international service outsourcing industry to grow slowly and is difficult to achieve leapfrog development.From the perspective of government support,Jilin Province should grasp three key points in promoting the development of international service outsourcing industry.Firstly,enhance financial attractiveness.The first step is to set up a special fund for the development of provincial-level international service outsourcing industry to promote the transformation and upgrading of enterprises.The second step is to adjust the support scope and direction of the existing provincial-level support funds to ensure the use of funds.And the third step is to improve the financial support policies for the international service outsourcing industry and explore industrial financing potential capabilities.Secondly,strengthen the industrial layout and talent skills.The first step is to clarify the strategic positioning of the industry and formulate industrial development plans.The second step is to cultivate Jilin service brands and guide industrial transformation and upgrading.And the third step is to improve the skills of employees and strengthen the quality of professional teams.Third,optimize the overall business environment.The first step is to transform the government's management functions and conserve a healthy political ecology.The second step is to promote the construction of industrial parks and form a scale of industrial agglomeration.And the third step is to deepen the function of information services and strengthen government support degree.Therefore,Therefore,it is important to provide timely,all-round,high-quality government support and guarantee for the promotion of the international service outsourcing industry in Jilin Province and the market competition and cooperation between the international service outsourcing enterprises in Jilin Province and different types of enterprises at home and abroad so as to better promote and strengthen the development of the industry,and to better play the role of the government and show the government in action.
