Research On PPP Annlication Mode In Transportation Construction Proiect

As an important part of infrastructure construction,traffic construction projects are faced with many problems,such as insufficient storage of projects and difficulties in raising funds.At the same time,the massive injection of funds and the possible heavy government debt hinder the construction and development of local traffic facilities.To explore new investment and financing mode is an urgent problem to be solved,and it is also a necessary way to effectively improve the development of regional transportation.Through the early collection of domestic and foreign experts and scholars of theoretical research and case studies,summed up the PPP financing model of the basic concepts,connotations,laws and important factors in practice.Through literature research methods,extensive collection of research theory and practical results,analysis of PPP financing model applied to Wenzhou traffic construction projects necessary.Through case analysis and empirical research method,the Wenzhou area has been completed the transportation construction project of PPP and 104 National Road West transit analysis Lucheng section reconstruction project PPP project compared to Wenzhou traffic construction project PPP model were summarized,and the problems in its use are analyzed,and finally put forward specific opinions and suggestions.Research on the application of PPP model and the Wenzhou current traffic infrastructure construction,development of domestic and international transportation construction project in this paper,on the basis of consulting a lot of literature,PPP model will be applied to the necessity of Wenzhou traffic construction project through analysis,focuses on how to solve the problems of transportation infrastructure in Wenzhou construction project is weak,inadequate protection and investment ability a large amount of demand,lack of funds,the PPPmodel applied to the positive significance in the construction of Wenzhou traffic.In this paper,through the analysis of the situation and effect of application of PPP financing mode in Wenzhou transportation construction,at the same time to highway 104 West crossing Lucheng section reconstruction project PPP project as a typical case,summed up in the actual operation experience and explore the transportation project in Wenzhou area using the PPP financing pattern: on the construction of PPP financing mode in essence master,lack of private capital to participate in the PPP financing mode is lack of enthusiasm,PPP financing model applied in Wenzhou traffic construction is lack of security,the local PPP financing mode of professional personnel and institutions,lack of ability to repay the government in overestimation of risk.Finally,from five aspects according to the existing Wenzhou traffic construction and application of the PPP mode,based on the reality of Wenzhou traffic construction is put forward as soon as possible to construct the PPP financing model,national conditions and the situation and guide private capital to participate in the PPP project,accelerate the establishment of a security mechanism,with the construction of PPP financing to accelerate the construction of professional PPP financing the cultivation and organization construction,accelerate the specific opinions and suggestions to build a scientific and effective risk sharing mechanism and promotion,can solve the problem in a certain extent,promote the application of PPP financing mode in the construction of traffic in Wenzhou.
