The Study Of Agricultural Products Quality And Safety Regulatory Status

Recent years,the accidents of agricultural product quality and safety occur frequently in China,such as poison cowpea,melamine and tony red,agricultural inputs or additive misuse events abounds,but the supervision work doesn’t result in substantial improvement.When the accidents occurred,the regulators treatment and follow-up measures might be hard to eliminate consumers’ doubt about the quality and safety of agricultural products.After joining the WTO,foreign trade of agricultural products increased,the export of agricultural products in China has been a heavy blow due to the quality and safety problems.Experts in government and society are increasingly focusing on the quality and safety of agricultural products.For this,the State Council issued in succession from 2013,formulating the agricultural regulation apanage management principle,as well as someother new policy,such as segmented supervision by department of Agriculture,Food and Drug Administration.Also,“No.1 document” of central government requires that the quality and safety of agricultural products should be dovetailed into the examination of the leads’ performance and achievements from 2014.As practitioners of agricultural products quality and safety supervision,we deeply appreciate that the government desperate to improve the present situation of agricultural products quality and safety.This paper mainly describe the regulatory status acording to the legal status of agricultural product quality safety supervision and the current main system,due to the local policy differences,this paper mainly introduces the supervision system of YuLin city.We summarized the problems that exist in the quality safety supervision of agricultural products,separately from agricultural origin,production,processing,storage and transportation,market,etc;and the main factors contributing to these problems,such as the low productivity of those involved in agricultural production,the small scale of agricultural production and processing enterprises,no specific policy on the quality and safety of agricultural products,and the agricultural systems of the past.In this background,the significance of strengthening agricultural products quality and safety supervision system is especially obvious.This work is based on the research review of numerous experts,to find problems existing in the domestic system,combining the current situation of the domestic regulation and specific examples of supervision system in YuLin city,summarizes the main problems affecting China’s agricultural product quality safety supervision level,study on the system of the European Union,the United States,Japan and other developed countries,including the legal system,supervision responsibilities,quality control system,analysis of its regulatory development and advanced practice,recommend that we should strengthen the legal system,supervision,market access system,and the publicity and other aspects,to improve agricultural product quality safety supervision system of our country.
