Fresh agricultural products (FAP) serving as one of the most important agriculturalproducts due to its fresh and unique features is closely connected to human survival. Andthe existence of fresh agricultural products is ubiquitous as fresh agriculture products serveas basic necessity in people’s daily life. As a result, the quality of FAP has drawn greatattentions and matters vital to national well-being and people’s livelihood. While in recentyears, food safety scandals spring up in China, tensing everyone’s nerve and have causedgreat impact to public life. On the one hand, FAP safety issues strongly affect thedevelopment of food and its relevant industries. On the other hand, they are of vitalimportance to our national image and public healthy. Therefore, establishing and perfectingthe current regulatory system of fresh agricultural product would greatly contribute toimproving the FAP quality as well as ensuring FAP circulation.First of all, the safety and quality issues of FAP are analyzed from the perspective ofthe whole supply chain globally, which includes analyzing all sorts of factors andbehaviors and regulatory policies corresponding to those problems taken by ourgovernment or other associations have been studied as well. In addition, the roles andfunctions related to those policies have also been investigated in this paper. And thosepolicies have been summarized based on the actual effects on tackling FAP safety andquality issues. Secondly, based on the factors and behaviors summarized above, we havefound out the real factors and behaviors affecting the safety and quality of the FAP inChina, which includes figuring out all the interactions among those factors and theirfeedback mechanisms. Then, system dynamics method is employed to build thesupervision model of fresh agriculture products. Finally, vegetable products of Hebeiprovince are taken as an example for simulating the effect of typical regulatory measuresand then come to conclusions.
