Customs Internal Controls Research Under The Background Of Clearance Integration Reform

Since the first clear reform of customs clearance in 2003,customs have always been committed to change Functional ways,innovation and organization and management,promote trade security and convenience,and promote the modernization of customs management system and governance capacity.In 2016,the customs officially launched the national customs clearance reformThe reform of the national customs clearance leads to the changes in the environment and methods of the inner-control management,which also result in its increasingly improving standards.Due to the delay of related regulations,insufficient risk management mechanism,inefficient supervisions of the particular departments and communications between different divisions and inadequate introduction and promotion of the reformation policy,the actual inner-control management lag behind the reformation and the risk-management is not functioning well as wishes in the process of reform.Another problem also grows out such as the apparent united but divided supervision force,the ineffective coordination and the inadequate changes in the views toward the reform.Based on the study of C customs,this paper analyzes the current situation and existing problems of customs internal control under the condition of national customs clearance,puts forward the building a good internal control environment,sound risk management mechanism,implement the whole process dynamic management and control,promote the level of information communication,give more support to supervision,to promote the line,the level of internal control Sew up,and effectively serve the scientific decision-making,serve customs supervision,serve combat smuggling,serve social management.
