A Study On The Reform Of Rural Production Organization Mode From The Perspective Of State Intervention And Capital Accumulation

The paper believes that although previous related research in promoting the reform of organization mode of production in rural areas also provide some important theoretical basis and measures,but did not seize the key problem of the reform of organization mode of production in rural areas,there are certain limitations,can not solve the problem of backward rural production organization fundamentally.The reform of the mode of production organization in rural areas is a complicated problem.It must start from the whole and form a new train of thought for reforming the mode of production organization in rural areas and push forward in a planned and step-by-step way.The reform of organization of production in rural areas is the background in the new century,since 2004,the Central Committee of the party has been issued fourteen guidance of the "three rural" work "document",fourteen documents were aimed at how to speed up the construction of agricultural modernization,realize the goal of well-off society,and pointed out that the "three rural issues" is the key Chinese during the transition period of economy reform.In addition,since eighteen,analysis of the Party Central Committee with Comrade Xi Jinping as the core in a thorough foundation influence the world economic development and characteristics of China's economic development characteristics and each other,pointed out to promote the "three rural issues" by agricultural supply side structural reform.This shows that China's "three rural issues" has an important,lasting and complex features.Because the grain security and peasant income in these two problems is the key to solve the problem of "three agriculture" and the correct change organization mode of production in rural areas is to ensure food security and effective way to promote farmers' income.Accordingly,the paper believes that promoting the production organization of China's rural reform the overall idea is to first adhere to the government's macro-control for the protection,to the rules of market economy oriented;secondly to science and technology,focusing on rural infrastructure construction and improve the technology level of production;again to adhere to the people-oriented,pay attention to enhance the quality of human capital and create new and efficient agricultural scale business entities;focusing on the needs of the development of industry and Commerce and the city and the rural economy and rural economic development finally,establish a comprehensive,coordinated and sustainable view,thus promoting the reform of organization mode of production in rural areas.This paper is mainly based on the reform of production organization of China's rural dual perspective of state intervention and capital accumulation related analysis and research,trying to find its essence,and then explore the reform of China's current rural production organization of new ideas and relevant policy recommendations.Based on articles related to know enough data and research results,adhere to the combination of theory and practice,the combination of empirical and normative analysis,quantitative analysis,comparison and induction of the organic combination of research methods of production organization of China's rural reform issues analysis,qualitative analysis.Firstly,the related concepts of production organization and explains the rural basic theory,analysis of the income of rural residents,the current situation of land circulation and change of organization of rural production process;secondly,internal mechanism reform from three aspects of transaction cost and governance mechanism of organization boundary mechanism,the government and the market mechanism of state intervention and rural expenses production organization is discussed;again,through research and analysis of how the interaction between China's leading agricultural enterprises and farmers and their inherent relation mechanism,so as to probe the internal mechanism for the reform of capital accumulation and rural production organization;then,on capital accumulation and dynamic endogenous variables,state intervention based on the agricultural capital chains release perspective to further explore the state intervention and capital accumulation of agricultural The mechanism of synergy of village reform production organization;finally,according to the previous analysis results,linking with the current economic development and the basic realistic characteristics of rural development,we put forward specific policy recommendations and further research questions to reform our rural production organization.
